From the above, there are suspicions that citizens EP and RT, both police officers of the State Police, have organized and carried out illegal gambling activities. EP has also collaborated with citizen IT in the commission of the criminal offense.

RT has been an employee of the "State Police" since 16.05.2016, with the current function of Specialist for Crimes in Police Area No. 16 at the Manëz Police Station at the Durrës Police Commissariat, while the person under investigation EP is under the security measure "Arrest in prison" within the framework of this criminal proceeding suspected of the criminal offenses of "Coercion by threat to give up property" and "Production and sale of narcotics" provided for by articles 109/b/2 and 283/1 of the Criminal Code.

Reasonable suspicions have been created based on evidence that EP and RT police officers, in failing to properly fulfill their duties, have acted contrary to the provisions sanctioned in Law No. 108/2014 “On the State Police”, Article 17, which stipulates that the State Police has the duty: “To prevent, detect and investigate, in accordance with the legislation in force, criminal offenses and the suspected perpetrators of their commission”. “To receive, process and refer to the responsible structures, complaints from citizens, in particular criminal reports or information provided through various channels for criminal offenses, as well as perform other duties in accordance with the legislation in force”.
