Democratic Party heads to elections in April, guidelines for political leaders issued

With the signature of Flamur Noka as secretary general, the Democratic Party has issued a directive for the membership list, defining the duties of political leaders in the country's regions.
Noka has instructed the launch of the process of updating the Democratic Party's membership lists, as an essential condition for the Democratic Party's preparation for its organizational and electoral processes.
According to him, the purpose of this Instruction is to describe the rules and deadlines for the important process of updating the Democratic Party membership list.
"The branches of the Democratic Party are responsible for the smooth running of this process, the final membership list of each branch is approved by decision of the Branch Presidency, at the end of this process, the membership list is considered confidential and is stored and updated as such at each branch, the chairman and the Secretary of the Branch have daily access to this list. The Chairman/Secretary of the group section and the Chairman/Secretary of the section will have access at the group section and section level, respectively. The Branch Presidency decides on a case-by-case basis the access of other members, according to the tasks that the Branch Presidency determines. At the end of the process, a copy of this list is submitted to the DPA Organizational Secretariat, in written and electronic form," the letter states.
Procedures and responsibilities:
To fulfill the tasks of this Instruction, a Working Group is established in each branch of the Democratic Party. The Working Groups are monitored by the Political Director of the District to which the Branch belongs;
The working group is composed of:
a. Members of the Branch Presidency as well as the leaders of the Group Sections when they are not part of the Branch Presidency;
b. District Deputies;
c. The Special Coordinator of the Chairman of the Democratic Party;
d. Others, according to the definitions of point 4 below.
3. LDG and FRPD are also part of this process, through their structures at the branch group section level. Their engagement is also monitored by the central leaders of LDG and FRPD;
4. By decision of the Branch Presidency, the working group may also include other members of the branch structure, important for this process;
5. The Political Leader is responsible for following the process and fulfilling the requirements of this Instruction.
C. Afatet:
1. Brenda 5 (pesë) ditësh nga dalja e këtij Udhëzimi, Drejtuesi Politik zhvillon mbledhjen e Kryesisë së Degës, ku bëhen prezent procedura dhe afatet e vendosura në këtë Udhëzim, si dhe miratohet kalendari i punës;
2. Procesi saktësimit të anëtarësisë së degës përfundon brenda datës 20 shkurt 2026;
3. Drejtuesit Politikë raportojnë periodikisht pranë Sekretaritt ë Përgjithshëm të PDSH për ecurinë e procesit.
Çdo Degë do të ketë në dispozicion, nga Sekretariati Organizativ Qendror, bazën e të dhënave të cilat do të dërgohen pranë degës, në korrespondencë elektronike, së bashku me sqarimet përkatëse, në fillim të këtij procesi;
Baza e të dhënave mbi të cilat do të punojë grupi i punës janë të dhënat e anëtarësisë të pasuruar me pjesëmarjen e anëtarësisë në proceset zgjedhore nga viti 2021 dhe përfshin gjithë proceset zgjedhore nga referendumi i 18 dhjetor 2021 deri më sot duke përjashtuar primaret simpatizantët;
Të gjithë emrat në bazën e të dhënave do të identifikohen, verifikohen dhe kontaktohen një për një nga Grupi i Punës. Procesi i kontaktimit do të ndihmojë në rifreskimin e të dhënave të anëtarit. Më pas anëtarët do të pajisen me kartën e anëtarësisë;
Në mbledhjen e Kryesisë do të bëhet ndarja e listave në nivel grupseksioni dhe seksioni duke shpërndarë listat sipas strukturës së degës;
Në çdo seksion do të bëhet analiza e listave dhe verifikimi i tyre për të konfirmuar anëtarësinë. Në përfundim të procesit, lista e seksionit firmoset në çdo faqe nga Kryetari/sekretari seksionit dhe i grupseksionit. Ky proces do të kryhet brenda një periudhe 10 ditore nga marrja e listave. Në se gjatë këtij procesi verifikohen anëtarësime të reja, këto anëtarësime kryhen normalisht. Emrat e anëtarëve të rinj evidentohen në të njëjtën kohë në një regjistër të veçantë, sepse ata janë subjekt i parashikimeve statutore neni 19/2(a), për arsye se nuk mund të ushtrojnë të drejtën e votës në procesin zgjedhor të radhës;
Gjatë këtij procesi grupi i punës do të japë informacion, atje ku është e mundur, për ata të cilët gjatë procesit të identifikimit dhe kontaktimit rezultojnë se:
a. Nuk banojnë më në territorin e degës, por janë zhvendosur në një territor tjetër brenda
Shqipërisë;
b. Janë larguar në emigracion jashtë Shqipërisë;
c. Nuk duan të angazhohen;
d. Nuk ka informacion për vendndodhjen e tyre;
Këto emra do t’i përcillen Sekretariatit Organizativ në një format tabelor, i vecantë nga regjistri i anëtarësisë së degës. Përbri çdo emri, sipas kategorisë së mësipërme, do të shënohet:
a. L” për ata që janë larguar në një territor tjeter, por brenda territorit shqiptar. Përbri shënohet edhe numri i telefonit nëse dega e disponon;
b. “LE” për ata individë që janë larguar në emigracion. Përbri shënohet edhe numri i telefonit nëse dega e disponon;
c. “NA” për ata individë që nuk duan të angazhohen. Përbri shënohet edhe numri i telefonit nëse dega e disponon;
d. “NI” for those individuals for whom there is no information;
9. If in the historical records of the Branch, there are members whose names do not appear in the database, they are considered currently inactive/dormant. These individuals are contacted and invited to fill out the membership form. They then acquire membership according to the DPA.
10. At the end of the verification at the section and section group level, a final list is prepared and approved by decision of the branch Presidency. The decision, signed and stamped by the President and Secretary of the branch, will be forwarded to the Organizational Secretariat at the center, together with the list signed and stamped on each page by the President and Secretary of the branch.
11. For the tasks and responsibilities provided for in Chapter D (points 5, 6 and 7) and Chapter E (all points) of this Instruction, the Branch Working Group drafts a special report, which is approved by decision of the Branch Presidency. In any case and especially for cases that this Instruction cannot address exhaustively, it is the responsibility of the Political Leader to resolve and finalize them.
E. Handling of specific cases
1. Members of the Democratic Party are all those who fulfill the statutory obligations according to Articles 19 and 22 of the Statute of the Democratic Party;
2. All those who are legally and factually resident in the territory of the branch will be considered members of the branch. An individual cannot be a member in more than 1 (one) branch. In cases where the member has been transferred to the territory of another branch and is a factual resident of the branch, he will be considered a member there after leaving the branch where he has the civil status register;
3. All those who result in seasonal migration will be considered members of the branch. The branch leadership takes measures to update the member's data immediately after the end of the season;
According to the provisions of Article 23 of the DPA Statute, its Internal Regulations and the Code of Ethics of Membership, Article X, those who:
a. They have worked against the interests of the Democratic Party in election campaigns, engaging in various forms in favor of our political opponents;
b. With their public and political stances according to Article 24 of the Statute and Articles I, III, IV, V and X of the Code of Ethics, they have acted against the political line of the Democratic Party, have united their votes/positions with our political opponents on very important issues at the local or central level;
c. They are part of the senior administration of executive bodies and in these positions have appeared in election campaigns alongside political and executive leaders of our opponents or have supported the political campaigns of opposing entities on their social networks;
d. With their public stances, they have seriously violated party discipline, the Internal Regulations and the Code of Conduct of DPA members.
