"425 attempts to hack Altin Dumani's computer"/ Journalist

The computer of the former head of SPAK, Altin Dumani, was attempted to be hacked 425 times in the period February-March last year.

The show "Në Shënjestër", with author Klodiana Lala on News24, revealed this Tuesday new details from the investigative file of the hacking of the computers of several SPAK prosecutors, for which Agim Ismaili, former director general of prisons, and his two acquaintances Zambak Gjoni and Arnold Rrokaj are accused.

Journalist Xhevair Zhabina said that even the new head of SPAK, Klodian Braho, has been the focus of people who interfered with SPAK's computer system.

But what are the files that the three defendants were able to obtain by hacking the emails of some of the SPAK prosecutors?

And why the former top prison director, Agim Ismaili, was interested in knowing if there was any open investigation into his superior, the Minister of Justice, Ulsi Manja.

According to the investigative file provided by the show 'Në Shënjestër', initially everything begins and is revealed with the activities of citizen Zambak Gjoni.

Former employee, first at the Prisons Directorate and then at the Territorial Protection Inspectorate, who surprisingly possessed some investigative materials, which bore the secret seal.

Materials which, according to investigations, among others, in March 2025, he had sent to a journalist well-known in media circles for the purpose of publication on the latter's portal.

A mistake that actually proved fatal, as the journalist in question, upon learning of this material and the fact that he was under investigation and that publishing this document constituted a serious legal violation, immediately notified the SPAK structure.

A structure which, in turn, immediately launched an investigation into how such information could have leaked from within its own ranks.

When this information was still in the processing phase and had not yet been made public.

An intervention that was immediately reported to the head of SPAK at the time, Altin Dumani, who ordered the launch of an extensive investigation to discover how this information had ended up in the hands of persons outside the institution.

On March 12, 2025, the Head of the Special Prosecution Office, Mr. Altin Dumani, informed the prosecutor of the case that citizen Zambak Gjoni had sent to the administrator of a media portal,

information regarding criminal proceedings No. 277/1 of 2022, which were available in 'Word' format. This proceeding follows that No. 277 of 2020, where the basis of the investigation was the procedure for granting a concession to the company 'Albtek Energy' sh.pk for the construction and administration of the urban waste treatment plant in the Elbasan district and the production of energy in 2014, as well as the subsequent implementation of the commitment undertaken by this company.

Where, within the framework of this investigation, the prosecution has requested the sending for trial of the defendants, Lefter Koka, acting former Minister of the Environment, Alqi Bllako, Stela Gugallja, Mirel Mërtiri, Klodian Zoto, etc.

But what were the conversations that Zambak Gjoni, Arnold Rrokaj and Agim Ismaili had between them. And why were these people interested in having these files in their hands? Was it simply a curiosity as they justified it before the judicial police officers or was their goal to use these investigative materials to blackmail the people who were under investigation by the justice system.

Meanwhile, from the examination of the mobile phone of the prosecutor investigating the Elbasan incinerator affair, the material found on his phone matched what Zambak Gjoni had distributed to the journalist, who had then filed a complaint with SPAK.
