With the announcement of extraordinary elections on December 28, Article 24 of the Law on Public Finance Management is also activated, which allows for a budget extension for two months of the following year for public sector salaries.

According to this law, this extension can be made if the general elections are held less than four months before the new fiscal year, namely January 1.

This two-month extension “provides a budget allocation for each budget organization, which is equal to 16.67 percent of the budget allocation provided for such budget organization by the budget appropriations law,” states the Law on Public Finance Management.

On November 20, Kosovo's president, Vjosa Osmani, set December 28 as the date for holding elections after deputies failed to elect a new executive twice in a row.

Osmani, who held consultations with political parties, said that at Wednesday's meeting, no agreement was reached for MPs to hold a session to approve budget extensions, ratify several international agreements, and budgets for the three municipalities - Pristina,

Gjilan and Zubin Potok – and the budget for Radio Television of Kosovo.

Kosovo is entering 2026 without the approval of the state budget, despite the fact that the incumbent government led by Albin Kurti has approved a draft budget law.

Parties that were in opposition last term had criticized this decision, saying that Kurti, as acting prime minister, cannot send the prepared draft law to the Assembly - which has the composition of a new legislature, namely the one that emerged from the February 9 elections.

Osmani herself had expressed concern several times about the non-approval of the budget or a draft law on budget allocation, saying that the salaries of public sector employees would be jeopardized. She had even said that she would be willing to send a proposal to the Assembly for a budget extension to have a budget “at least until March.”
