Money laundering with the company "One"? The Supreme Court dismisses Arbër Veliaj and "Google"

The High Court has dismissed the appeal for the seizure of some computer equipment of the company "Google", owned by Arbër Veliaj, the brother of the arrested mayor of Tirana, Erion Veliaj.
"Google" is under investigation by the Special Prosecution Office (SPAK), under suspicion of having created a money laundering scheme with the mobile phone company "One".
In October 2025, agents of the National Bureau of Investigation seized several equipment and other materials at the office of "Gogel" shpk, as part of an investigation that has generated procedural actions against Erion Veliaj and his wife, Ajola Xoxe, the latter already accused of corruption, money laundering and concealment of assets.
The Special Prosecution Office suspects that Arbër Veliaj's "Gogel" and the company "One" have created an abusive collaboration. According to SPAK's suspicions, "One" won tenders at the Municipality of Tirana, headed by Erion Veliaj, and then transferred part of the money for advertising services to the company "Gogel" of his younger brother, Arbër Veliaj.
As part of this investigation, the Special Prosecution Office has also conducted inspections and seizures of several other companies that are engaged in the advertising production and management market, as previously reported by “ Boldnews.al ”. The other companies involved in this investigation are “ASVL” shpk and “Kuadr.com”.
In the file read by " Boldnews.al ", the Special Prosecution Office states that, " as part of the ongoing investigations regarding the financial reports between the telephone company "One" and the company "Gogel" of Arbër Veliaj, brother of the mayor of Tirana, several commercial connections have been identified that also include the companies "ASVL" and "Kuadr.com ".
According to the investigative file, the two promotion companies " have benefited from considerable funds from the Municipality of Tirana through contracts and sponsorships for the organization of cultural and artistic events ."
From the verifications carried out in the National Business Center system and in the tax data system, it results that "these entities, in addition to relations with public institutions, have had continuous financial interactions with the company "Gogel" sh.pk, which is owned by citizen Arbër Luan Veliaj, brother of citizen Erion Veliaj, currently a defendant in the criminal proceedings from which these acts were separated (criminal proceedings no. 27/2024)".
Në Korrik të vitit 2025, Prokuroria e Posaçme përfundoi hetimet dhe dërgoi për gjykim kryebashkiakun e arrestuar të Tiranës, Erion Veliaj, bashkëshorten e tij, Ajola Xoxa, si edhe disa biznesmenë, të akuzuar se kanë krijuar një skemë korruptive për qarkullimin e parave të Bashkisë së Tiranës dhe përfitues fundor familjen e kreut të institucionit.
Gjatë hetimeve, prokurorët kanë ngritur dyshime se në një skemë të ngjashme ka rol edhe vëllai i Erion Veliajt, Arbëri, nëpërmjet kompanisë së tij të promovimit, “Gogel” shpk.
Hetimet për Veliajn e vogël janë veçuar dhe janë ende në vijim. Në Tetor të vitit të kaluar, agjentët e Byrosë Kombëtare të Hetimit u rikthyen në Bashkinë e kryeqytetit, ku sekuestruan disa dokumenta financiare, për të cilat prokurorët besojnë se mund të arrijnë tek përgjegjësia penale e Arbër Veliajt.
Në dokumentat e administruara, grupit hetimor i ra në sy se, gjatë periudhës 2020 – 2024, dy shoqëritë, “ASVL” dhe “Kuadr.com” kanë përfituar shuma të konsiderueshme nga fondet publike për organizimin e eventeve të ndryshme.
“Nga analiza paraprake e këtyre të dhënave rezulton segjatë këtyre katër viteve, Bashkia Tiranë ka shpenzuar mbi 240,000,000 lekë për kontrata dhe sponsorizime të lidhura me këto dy shoqëri”, thuhet në dosjen e lexuar nga “Boldneës.al”.
Shoqëria “ASLV” sh.p.k., me NIPT L31329009M, ushtron aktivitet në fushën e tregtimit të pajisjeve audiovizuale dhe shërbimeve të konsulencës teknike. Administrator i saj është shtetasi Altin Alizoti, ndërsa ortakë janë shtetasit Altin Alizoti, Bledar Cara dhe Florind Tenolli, secili me nga 33.33% tëkuotave.
Ndërsa, shoqëria Kuadr.com sh.p.k., me NIPT L72216039R, ka si objekt veprimtarie krijimin dhe menaxhimin e reklamave, shërbimeve grafike, prodhimeve audiovizuale dhe eventeve artistike. Administrator dhe pronar i vetëm është shtetasi Aleksandër Çifligu.
Sipas verifikimeve të kryera nga Prokuroria e Posaçme mbi librat e shitjeve dhe blerjeve të shoqërisë “Gogel” sh.p.k., (kompani në pronësi të tërthortë të shtetasit Arbër Veliaj), “është konstatuar një marrëdhënie tregtare e vazhdueshme ndërmjet saj dhe shoqërive “ASLV” sh.p.k.,dhe “Kuadr.com” sh.p.k., të cilat, siç u përmend, kanë përfituar vazhdimisht fonde publike nga Bashkia Tiranë”, thuhet në materialin hetimor.
Nga analiza e të dhënave të deklaruara në Portalin Qendror të Kontrollit dhe Menaxhimit (Fiskalizimi), rezulton se shoqëria “Arts Lab” sh.p.k., një shoqëri e lidhur me Ajola Xoxa, gjithashtu “ka regjistruar një sërë faturash shitjeje gjatë vitit 2024, ndër të cilat përfshihet edhe ajo ndaj subjektit tregtar “Kuadr.com” sh.p.k., me vlerë 698,285 lekë”, citohet në dosjen hetimore.
Mbi bazën e këtyre të dhënave, Prokuroria e Posaçme mori autorizimin e gjykatës për lejimin e kontrollit personal të administratorit të “ASLV”, Altin Alizoti dhe drejtuesit të “Kuadr.com”, Aleksandër Çifligu.
