Serbian List's participation in the December 28 elections in Kosovo is certified

The Electoral Complaints and Appeals Panel (ECAP) has reversed the decision of the Central Election Commission (CEC), certifying the participation of the Serbian List in the early parliamentary elections to be held on December 28, 2025 in Kosovo.
The ECAP decision was published today, following a complaint filed by the Serbian List, the largest party representing the Serbian community in Kosovo, which was excluded from the race on December 2 by a decision of the CEC.
In its reasoning, the ECAP emphasizes that the CEC's decision was illegal and unconstitutional, violating several articles of the Constitution and the Law on General Elections.
"The CEC's decision is contrary to Articles 31 and 45 of the Constitution, as well as Articles 16, 17, 26, 27 and 30 of the Law on General Elections. The CEC is ordered to confirm the political entity Srpska Lista in accordance with the law," the official ECAP document states.
This is the third consecutive case where the ECAP has granted the Serbian List a right after the CEC refused to certify it. A similar situation occurred during the parliamentary elections of February 9 and the local elections of October 12, where the ECAP intervened by allowing the participation of this political entity.
At Tuesday’s meeting, two members of the Vetevendosje Movement had opposed the certification of the Serbian List, while the chairman Kreshnik Radoniqi and the Serbian member of the CEC had voted in favor. The other seven members chose to abstain, leaving the rejection in effect – until today’s intervention by the ECAP.
With this decision, the Serb List will be part of the race for the early elections on December 28, which are considered key for the political representation of communities in northern Kosovo.
