Pristina's budget blocked, public transport suspended! Mayor files criminal

The Mayor of Pristina, Përparim Rama, has stated that for the first time in the history of Kosovo, the Government of Kosovo is blocking the capital's budget.

He said that vital services in the capital used for school meals, public transportation, healthcare, and social assistance are on the verge of being disrupted on Monday.

Rama said he had just finished a meeting with representatives of urban transport and the private sector transporters' association "who unfortunately announced that public transport in the capital will be stopped from tomorrow." He said the budget was blocked for political reasons.

"This is about elementary functions of our capital, for the well-being of our children, the elderly and our families. For over a year we have requested the allocation of the budget that belongs to the capital. Not a single request has been addressed, the budget has been blocked for purely political issues. 35 million euros, of which 25 million euros are own revenues and 10 million of the government grant have been blocked by the Ministry of Finance in violation of the law. For this reason, I have announced that we have filed a criminal complaint against the acting minister Hekuran Murati and the officials responsible for violating the law. We have also addressed the acting prime minister and the president and have requested an urgent review by the Constitutional Court," he said.

Rama says that warnings of service interruptions have also been received from other companies.

"I never believed that the citizens of this country would be put at risk by electoral interests," he said.

The Mayor of Pristina has called on the responsible institutions to take measures, as according to him "the elections are over".

Urban Traffic has also reacted after Rama's conference. In a Facebook post, it wrote that in recent days they have been informed of the financial difficulties the company is facing.

"As a result of these difficulties and the lack of fuel, against our will, we are forced to interrupt the circulation of all Urban Traffic lines, starting from Monday, 24.11.2025. We express our sincere regret for the consequences that this interruption will cause you. Circulation will resume immediately after the release of funds by the Ministry of Finance, which will enable the Municipality of Pristina to repay its financial obligations to the enterprise. We would like to clarify that the enterprise has a positive balance and financial stability; however, the delays of the Municipality of Pristina in repaying its obligations to us have created this unstable situation. Once again, we apologize to the citizens for the interruption of public transport service, which will remain suspended until the release of funds," the announcement says.
