Details from the meeting at the Mandates Council, debate between SP and DP

The Mandates and Immunity Council is reviewing SPAK's request to the Albanian Parliament to lift the immunity of Deputy Prime Minister and MP Belinda Balluku.

The meeting of the Council of Mandates and Immunity, which started at 10:30, also includes the new head of SPAK, Klodian Braho, and the two prosecutors of the Special Structure, Dorina Bejko and Dritan Prençi.

Meanwhile, Deputy Prime Minister Balluku was seen entering the Prime Minister's Office, after a government meeting was held in parallel.

There have been ongoing procedural debates, but it has been agreed in principle that the meeting of the Mandates Council be postponed. Balluk's lawyer has also requested more time to familiarize himself with the material.

The Democratic Party initially requested that the meeting be open until SPAK prosecutors provided information considered to be an investigative secret. This was not accepted by either Peleshi or SPAK prosecutors, who requested that the entire process be held behind closed doors, including the plenary session.

The Speaker of the Assembly has asked prosecutors to propose a way for MPs to have access to confidential information.

Bardhi:  The meeting should be open to the media and the public. All MPs should participate and evidence should be made available to us.

Balla:  The meeting is closed because investigative secrecy must be maintained. Only members of the Council should be present at the meeting.

The opposition has also requested to receive the USB to review after the meeting, while the SP requests that the documentation brought by SPAK not be released from the session.

Prosecutors stated that the materials on the USB can only be accessed by members of the Mandates Council, but agreed that the deputies could take it with them.

On the other hand, Balla said that the evidence should be reviewed during the meeting and will not be taken outside of it.

A protest is still taking place outside the Parliament premises, where banners with the slogans "Hand over the thieves", "Without justice, there is no EU", etc. are seen.

The debate between the SP and the DP in recent days has focused precisely on the USB containing SPAK documentation, which has been deposited in the Assembly's protocol vault.

The Democratic Party and the Speaker of the Assembly Niko Peleshi have had opposing positions on how this material should be handled.

In the official report sent to the Parliament, SPAK has listed the reasons why it is necessary to lift Balluk's immunity. The prosecution claims that she intervened in the manipulation of 12 tender procedures.

According to SPAK, there is a risk that, due to her position and profile, Balluku will commit other criminal acts.

During the hearing, the Deputy Prime Minister did not appear in person. She chose to be represented by her defense attorney for all of her explanations.
