The Minister of Justice orders 22 inspections for notaries, warns of license

In the last three months of 2025, the Minister of Justice, Besfort Lamallari, has ordered a wave of inspections of the notary service throughout the country. Specifically, for the period September-December 2025 when he had just taken office, 22 full inspections of notaries were carried out, based on complaints received from citizens, but also from various media reports.

At the end of these inspections, it turns out that there were 12 penalties, including license revocation. 6 notaries were issued with a " reprimand with warning for the revocation of the license to practice the profession of notary" .

Frida Muçmataj and Valentin Lleshi had their licenses revoked because, despite having reached the legal retirement age, they continued to practice the profession of notary. In addition to disciplinary measures and the revocation of their licenses, several fines worth around 6 million old lek have also been imposed for various violations. The Minister of Justice, Besfort Lamallari, has ordered further inspections of the notary service at the beginning of 2026. The cases are still in process and the results are expected to be communicated in the coming months.

The role of the Ministry of Justice as a supervisory and controlling body of the notarial system in the country consists in monitoring from a legal point of view the activity of notaries, so that it is coherent with the needs of society and the development of the free economy, as well as in the rational and transparent management of the exercise of a public function by private professionals.
