The former director of AKSHI, Mirlinda Karçanaj, turns out to be the owner of at least 3 houses with staggering values ​​in Tirana.

SPAK has discovered that Karçanaj has registered the real estate in the names of other people, but in reality she turns out to be the real owner.

The show "Në Shënjestër" on News24, with author Klodiana Lala, published the testimony of Karçanaj's driver, given in SPAK, where he tells how he discovered that the house where he picked her up every day belonged to his boss.

It concerns an apartment on "Dervish Hima" street in Tirana, where, according to SPAK, citizen Genci Osmënaj sold this property to the company Fortis Beton Co.

The apartment has an area of ​​203.3 square meters and was purchased for 370 thousand euros. Mirlinda Karcanaj currently lives in this apartment.

The latter has signed a lease agreement with the company Fortis Beton CO, in February 2025.

Florjan Bylyku, the driver of the former director of AKSHI, discovered that his boss was actually hiding behind this wealth.

"Since 2019, she has lived in a house opposite the Bank of Albania on Kavaja Street.

"She moved in a rented car near the Air Albania Stadium. It would have been the beginning of January 2025 when I started taking her to the new home of Air Albania. Mirlinda Karcanaj at the end of December 2024 told me to take her clothes there and I sent them," says the testimony of Karçanaj's driver.

According to SPAK, the investigations show that the investigated Mirlinda Karcanaj effectively owned the apartment before signing the rental contract, implying that the contract is fictitious and was carried out in fraud of the law, with the aim of concealing the fact that this apartment was purchased with the sole purpose of being used by the investigated Mirlinda Karcanaj.

Regarding an apartment on Kavaja Street, the investigation shows that Rafael Bistri purchased this apartment for 78,380 euros from citizen Bledar Likaj.

On March 7, 2017, he signed two loan contracts with the companies Forensic Lac and Fasttech of Andis Papa, the latter under investigation by SPAK. The total amount of the loans is 80 thousand euros.

A year later, in 2018, he sold this property to the sister of Daniel Shima, the former deputy director of AKSH who mysteriously disappeared in the fall of 2025 for more than 10 hours.

In 2019, Daniel Shimë's sister sold this property to Mirlinda Karcanaj's mother, Gjinovefa Karcanaj, for 50 thousand euros.

So about 3 million lek cheaper than the initial purchase price.

When questioned by SPAK, Rafael Bistri said he did not remember anything about how he signed the contract. But when he was provided with documentation regarding the 80,000 euro loan from Erisa Mallellari and Andis Papa, he said he heard these names at the tables where he had been sitting with citizen Ermal Beqiri.

"The investigations show that the real value of the transaction carried out for the purchase of this apartment is around 60 thousand euros and not what was declared in the notarial deeds, where the value of 80 thousand euros was paid in cash by Mirlinda Karcanaj with proceeds derived from criminal activity," says SPAK.

According to the special prosecution, it is concluded that this property is the product of the criminal offense of corruption by investigator Mirlinda Karcanaj with income derived from criminal activity, as a result of her actions in her capacity as the head of AKSH.
