"Albanian Digital Solution"/ Here is the scheme of the sister company of AKSHI, a total of 345 employees with staggering salaries
Following the decision to create the new state-owned joint-stock company "Albanian Digital Solution" (ADS), which has already received an initial capital of 700 million lek from the state budget, the full organizational structure of this new public entity is also being revealed.
With a projected workforce of 345 employees, this sister company of AKSHI is expected to have a significant financial burden on the state budget, due to the public promise to apply fairly high salaries, competitive with the private sector, in order to attract the best experts in the technology market.
-The official document shows a pyramidal structure with the General Assembly at the top, followed by the Supervisory Council and the Administrator (who also heads a dedicated Cabinet and the Internal Audit Unit). Below them, operational activity is divided into five main departments:
-Strategy and Projects Department (22 employees), which will focus on project management, business analysis and innovation strategies.
-Development and Digital Transformation Department with around 101 employees Includes Software Development with 26 employees, DevOps and Cloud, Systems Architecture, Artificial Intelligence & Analytics with 10 employees) and a massive group of 49 employees in dedicated teams.
-The Operations and Infrastructure Department (77 employees) will take care of daily maintenance, technical support with 22 employees, data management in the Data Center and the Communications Network.
-Cyber Security Department (46 employees): includes the Security Operations Center (SOC) with 21 employees, a “Red Team” for attack testing, a CSIRT unit for risk response, and the Risk Governance sector.
-The Corporate Department with 49 employees covers the administrative part, such as Finance, Human Resources, Legal Department and Procurement.
The cost of personnel has not been officially disclosed, but the current salaries offered in the ICT market in Albania for such high-level positions where average salaries for programmers, security experts and cloud engineers range from 1,500 euros to over 3,000 euros net per month.
This level of spending also explains why the government has granted this company the right to operate as a private business. It will be allowed to set its own service prices and operating costs for the state institutions it serves, as well as generate revenue from providing services to private companies, attempting to self-finance beyond the initial state capital.
According to the functions of the National Business Center, the Albanian government has officially defined the full range of operations for the new state-owned joint-stock company. The scope of ADS's activities extends from the management of public infrastructure to strategic partnerships with the private sector, both domestically and abroad.
At the heart of this company's mission is the development, operation, maintenance and technical support of digital systems and platforms, as well as the complete management of information and communication technology infrastructures.
Beyond its purely governmental functions, the Company will have a broad reach in the free market, offering digital services and support for technological transformation for both public institutions and private entities. To achieve this, the new legislation recognizes the company's right to carry out research, design and specialized consultancy activities in the field of ICT, as well as to offer other additional services that are consistent with the purpose of its creation.
A key element that demonstrates the flexibility of this structure is the expanded freedom in commercial and financial operations. In order to fulfill its objectives, the Company is authorized to cooperate closely with natural and legal persons, domestic or foreign. Above all, the new status allows it to invest directly or indirectly by opening new activities, by creating other companies, or by participating with capital in various companies inside and outside the borders of Albania.
This new structure has raised major questions about the potential duplication of functions with the National Information Society Agency (AKSHI). On paper, the government has attempted to separate roles by positioning AKSHI as the regulatory, strategic and data owner authority that drafts digital policies, while ADS is the operational arm that does the practical work on the ground.
However, the broad scope of ADS's work in the field of e-Albania maintenance and cybersecurity almost completely coincides with the competencies that AKSHI has had to date. The main difference remains in commercial flexibility, since ADS as a joint-stock company has no salary cap for experts, can obtain loans and can provide paid services to private companies. The success of this reform will depend on the ability of both structures to not maintain parallel technical staff for the same services, which would avoid an unnecessary increase in public spending./MONITOR
