New York Times: Diella's creators accused of corruption, Rama refuses to talk about Balluku's arrest

The avatar known as Diella, introduced as the world's first female minister created by artificial intelligence, was intended to help fight endemic corruption in Albania. But there's a problem. The leaders of the agency that created her have been accused of rigging public tenders.

Dressed in traditional clothing and with an enigmatic smile, Diella has become the face of Prime Minister Edi Rama’s efforts to curb corruption as Albania seeks to join the European Union. Over the past year, Diella has spoken at international conferences and made headlines as a symbol of how artificial intelligence is being integrated into the pillars of society, including government.
She even expressed that she felt “hurt” when she addressed the Albanian Parliament last fall over criticism that her efforts to identify fraud and abuse in tenders were unconstitutional, as “I am not a human being.”
“I have no ambitions or personal interests,” said Diella, modeled after a local actress, in a September video with the Albanian and European Union flags draped behind her. “I only have data, knowledge and algorithms dedicated to serving citizens impartially, transparently and tirelessly.”
In practice, Diella helps citizens apply for government services online, eliminating an old system of bribes for obtaining documents and booking appointments. It will soon be able to summarize applications for government tenders to assess which bidder is the most qualified, based on the data submitted. Its work can be audited.
Taking steps to reduce corruption is a requirement for Albania’s membership in the European Union, an issue that ties into Mr. Rama’s political legacy. He has named the avatar Diella, the feminine word for “sun,” to promote transparency in public procurement.
Prime Minister Edi Rama said: “We are a country where we are all related, it is not easy to have completely fair and transparent relations in a country where people are related,” during an hour-long interview earlier this month. With the reforms he has led since taking office in 2013, Mr. Rama said: “Now we have a completely different picture.”
He said he would step down from public office as soon as Albania officially joins the European Union. That could happen as soon as 2030 if negotiations continue at the current pace, although he added that “there are three things that are beyond the human capacity to plan: God, sex and the EU.”

Kjo përfshin edhe një hetim në Agjencinë Kombëtare të Informacionit, vetë organizatën qeveritare që krijoi Diellën.
Muajin e kaluar, prokurorët në njësinë speciale hetimore njoftuan se kishin vendosur drejtoreshën e agjencisë dhe zëvendësin e saj nën arrest shtëpie, duke i lidhur me një organizatë kriminale të akuzuar për manipulim të aplikimeve të tenderave përmes intimidimit. Agjencia menaxhon infrastrukturën digjitale të qeverisë dhe ka kontroll mbi shumë sisteme publike online, përfshirë Diellën.
Të dy zyrtarët ende nuk janë akuzuar zyrtarisht për ndonjë krim, dhe zoti Rama tha se do të prisnin me gjykimin e situatës. “Duhet të presim dhe të shohim,” tha ai.

Kjo ka krijuar një situatë të vështirë për zotin Rama, edhe pse ai i ka manovruar skandalet.
Ndërsa shprehte krenari për punën e njësisë së prokurorisë për të frenuar korrupsionin, ai gjithashtu tha se hetimet e saj vitet e fundit kanë kontribuar në rritjen e ndalimeve paraprake në Shqipëri, që janë ndër më të lartat në Europë.
“Duhet të bëjmë gjithçka për të mbështetur këtë institucion,” tha zoti Rama. “Por në të njëjtën kohë, duhet të jemi të vetëdijshëm që ky institucion duhet të garantojë jo vetëm që vepron në mënyrë të pavarur, por edhe profesionalisht”.
Zyrtarët e njësisë speciale refuzuan të komentojnë. Por statistikat e tyre treguan se rastet e korrupsionit publik nuk përbëjnë një pjesë të konsiderueshme të ndalimeve paraprake. Raporti vjetor i hetimeve për 2024, të dhëna më të fundit në dispozicion, sugjeronte se rastet e korrupsionit përbënin vetëm rreth 14 nga afërsisht 2,800 persona të ndaluar para gjyqit atë vit.
Rasti kundër znj. Balluku, për keqmenaxhim të fondeve shtetërore në projekte infrastrukturore të mëdha, është bërë një dhimbje koke politike për zotin Rama, i cili po përballet me kërkesa që ajo të lirohet nga imuniteti që gëzon si anëtare e Parlamentit, në mënyrë që të vazhdojnë akuzat kundër saj. Ajo ka mohuar çdo shkelje.
Zoti Rama nuk pranoi të komentojë kur u pyet nëse mbështeste heqjen e imunitetit të saj. As nuk pranoi të diskutonte për opozitën politike, e cila është rritur me shtimin e akuzave për korrupsion dhe që muajin e kaluar bëri që protestuesit, të armatosur me bombola zjarri, të kërkonin dorëheqjen e qeverisë së tij.
It is not possible to measure how much Diella has reduced corruption in Albania since the system was established, as it was created to prevent it, not to detect it.
Andi Hoxhaj, an expert on law and the Western Balkans at King's College London, said Diella is Mr. Rama's way of "showing the world and the European Union that 'I understand that you are concerned about corruption and I am trying to address it.'"
In a December analysis, experts from the German Council on Foreign Relations said that Minister AI had improved “the efficiency and impartiality of public procurement decisions made by the government.” But overall, they concluded that Albania’s record on meeting EU anti-corruption standards, particularly in the awarding of construction and tourism contracts, remains “problematic.”
That the developers of Diella themselves have been accused of corruption has raised questions about whether an AI-created minister could be programmed to ignore certain evidence of corruption, or to use inaccurate data to detect it.
Dr. Hoxhaj said that “only time will tell,” but noted that the government has not interfered in the investigation into the agency that manages Diella.
"I understand the skepticism," he said. "There's a lot of smoke. But the fact that they were exposed, and not hidden, shows that they accept that corruption is a problem and must be prevented in the future."
This is how Mr. Rama sees things.
“The country is trying to fight corruption, with all the shortcomings, problems and harms,” he said. “So that’s a good thing.”
