Cadastre Guide: Here are the steps you need to follow to revalue your property

The State Cadastre Agency has instructed citizens on how to proceed with the revaluation of their properties. According to the instructions, the first step is to identify yourself in e-Albania.
After logging into their personal account in e-Albania, citizens must select the service: "Asset Revaluation", confirming through a click that "The representative is the same as the applicant".
On the page that opens next, the property that is requested to be revalued is selected, to which the service "Issuance of a copy of the real estate card" is automatically added.
After these steps, citizens must upload a property document or appraisal act and the expert's license in PDF, if they have had the reassessment performed by a licensed expert.
The minimum service fee is reflected on the next page, where you must click "Send".
The Cadastre explains that the service fee is not fixed, but is calculated depending on the amount of tax that will result from the revaluation. According to the instructions of the Minister of Finance, the cadastral fees for the revaluation of property are as follows:
Up to 150,000 lek tax → 3,500 lek
From 150,001 – 300,000 lek tax → 7,000 lek
Over 300,001 lek tax → 10,000 lek
The service fee is included in the invoice that comes to e-Albania, the explanation states.
A day ago, the Ministry of Finance published the instruction, which paves the way for the start of the revaluation of properties with a reduced tax of 5 percent, from 15%, which is the official tax rate.
The instruction stipulates that the revaluation can be done either by the ASA at minimum fiscal prices or by a licensed expert.
The instruction stipulates that if the individual chooses to have the property revaluation carried out by the ASA, it will be done at the minimum fiscal prices in force at the time of the revaluation process and in accordance with the provisions of joint instruction no. 34, dated 29.12.2023, "On the tax on the transfer of ownership of immovable property".
