Many pensioners were surprised this January, as their pensions had not changed, even though the government announced that 2026 is the year of pension reform.

Public institutions have only articulated the amount of increase for the relevant categories, but the government's leaked decision provides for limitations and exceptions.

"E-Zone" has learned that as a result of these restrictions and ceilings imposed, around 75 thousand pensioners do not benefit from any compensation.

Teuta Nunaj, an economic expert, during an interview for "Vizion Plus" explained that even those who benefit, if they are close to the specified ceilings, will receive a minimalist amount.

"For the full urban old-age pension, the ceiling was 40 thousand lek. This means that if the pension amount exceeds this limit, the pensioner does not benefit. But even if the full urban pension amount is 39 thousand lek, the compensation amount is only 1000 lek, so the full 1800 lek is not benefited as the decision provides. The same methodology has been applied for partial urban pensions, where the ceiling was 22 thousand lek, for rural and family pensions the ceiling was 18 thousand lek, while for persons with disabilities the ceiling was 30 thousand lek. Whoever has a pension within these limits, the increase amount will be minimal and should not exceed these ceilings," said Nunaj.

According to the expert, this scheme creates inequality, as it creates two groups, those who benefit and those who are excluded.

"With this scheme that is being applied, I would not call it a pension increase, nor even a bonus divided into 12 months. This scheme is called compensation. So it does not increase the pension amount, but it increases the allowances. This means that these allowances will not be part of the indexation calculation," said Nunaj.

If the pension reform continues with the same methodology in subsequent years, thousands of pensioners will again remain excluded.
