Agreement almost reached/ Albanian government turns to Indonesia for workers

Indonesia is taking steps to expand employment opportunities abroad for its migrant workers, exploring formal labor agreements with Bulgaria and Albania. These developments were discussed during virtual high-level talks held on Monday, 26 January 2026, with the aim of identifying specific labor market requirements and strengthening worker protection mechanisms.

Indonesia’s Deputy Minister for Migrant Workers Protection, Christina Aryani, stated that employment opportunities remain open, despite the political uncertainties in Bulgaria. She made the comments after an online meeting with the Indonesian Ambassador to Bulgaria, Albania and North Macedonia, Listiana Operananta.
“According to information from our Embassy in Sofia, even though the political situation in Bulgaria is currently unstable, opportunities for Indonesian migrant workers continue to be available,” Aryani said in an official statement quoted by Antara news agency. She stressed that demand in Bulgaria is particularly high in the hospitality and manufacturing sectors. In the hospitality sector alone, during the tourist season, the need for Indonesian workers is estimated at 700 to 800 people. There are also opportunities for two- to three-year contracts in positions such as receptionists, cleaners, maintenance workers and therapists.

Beyond the hospitality, the deputy minister also pointed out the growing potential of the manufacturing sector, driven by planned investments by South Korean companies, which are expected to build automotive factories in Bulgaria. “A Korean company is expected to open a factory that will require a significant workforce. We want to explore these opportunities so that Indonesia does not lose out,” she said, adding that Indonesia has extensive experience in sending skilled workers to South Korea. According to her, Bulgaria has expressed strong interest in formalizing cooperation. The Bulgarian Minister of Labor and Social Policy, Borislav Gutsanov, has supported the creation of a Memorandum of Understanding (MoU) with Indonesia, while technical communications for the drafting of the initial draft are already underway, in coordination with the Ministry of Foreign Affairs.

In parallel, Indonesia is also preparing a separate Memorandum of Understanding with Albania. Aryani stressed that negotiations with Tirana should include stronger provisions, especially in the area of ​​migrant worker protection. “For Albania, we are pushing forward with a more rigorous memorandum, as sensitivity to migrant worker protection issues has not been optimal. Some cases involving Indonesian workers have not been reported proactively and direct embassy intervention has been necessary,” she said. The Deputy Minister underlined that the MoUs are essential to guarantee safe, regular and protected employment for Indonesian migrant workers, reducing employment costs and ensuring compliance with contractual terms. As a next step, Indonesia plans to hold another online meeting with the Bulgarian Deputy Minister of Labor, once both sides agree on the technical framework of the MoU.
