The country's vice president, Delcy Rodriguez, has been officially sworn in as interim president.

The Venezuelan government on Monday issued a State of External Disturbance decree, which grants broad powers to the presidency and orders security forces to arrest "any person involved in promoting or supporting" the United States' attack on the South American country.

The document, dated Saturday, was signed by ousted president Nicolás Maduro, who was captured that morning by US military forces and is currently imprisoned in New York.

"National, state and municipal police agencies must immediately undertake the search and capture throughout the national territory of any person involved in promoting or supporting the armed attack by the United States of America against the territory of the Republic (…) with the aim of prosecuting them," states the text, approved by the current president, Delcy Rodríguez.

The decree was drafted and announced in late September, a few weeks after the start of the US naval deployment to the Caribbean, but its content was unknown as it was updated with the weekend's events. The measure has the force of law and will remain in effect for 90 days, with a possible extension for another 90 days.

Venezuela's constitution stipulates that, in a state of emergency, a decree grants the president almost complete political, economic and social power over the country. This is the first time this provision has been used since the current constitution was adopted in 1999, which states that it can be decreed in the event of a conflict that "seriously threatens the security of the nation, its citizens or its institutions."

Earlier, the son of Venezuela's ousted leader, Nicolas Maduro, spoke before the country's national assembly.

Nicolas Maduro Guerra called his father "President Maduro" and called for his release.
