The murder of Eduart Reçi on November 13, 2024 in Tirana, according to the Tirana police and prosecutor's office, is related to conflicts that the victim had with his neighbors in the neighborhood where he lived, near the Faculty of Foreign Languages.
For this serious incident, two brothers, Florjan and Shkëlqim Dukaj, (the latter a former police officer at Police Station No. 2 in Tirana), have already been charged, and are being held in prison as suspects on charges of "Premeditated Murder" committed in collaboration.
The two brothers have never admitted the accusation, claiming that they had normal discussions with Eduart Reçi about a piece of land, but never a conflict.
Almost all of Eduart Reçi's neighbors have been questioned, including local police officer Haziz Niçaj, who stated that Eduart Reçi was a conflicted neighborhood resident.
The investigative file obtained by journalist Elton Qyno reflects the testimonies of the victim's neighbors, where one of them, IE, stated to the police that:
" …on November 13, 2024, I was at the "NOA" bar, which is located about 50 meters from my house, and I was in the company of some of his friends. I know Eduart Reçi very well because I had him as a neighbor. Eduart was the blackest man in the world, the most conflicted and the most unsuitable for living in the community. Out of every 5 people in the neighborhood, he had a conflict with 2. I had a verbal argument with him many times many years ago, because he was stealing from me on the water and electricity bills of a place that I rented for some time... ".
Eduart Reçi's conflicts were also listed by his wife Lindita Reçi, as well as the victim's two sons, who have shown a series of conflicts that the head of the family had with the residents of the area, over property issues, rental issues, and construction issues.
In connection with this serious incident, the police officer SPZ of the area Haziz Nicaj was also questioned, who stated that at the beginning of September 2024 he received a message from Eduart Reçi, who informed him about a meeting with the two brothers Florjan and Shkëlqim Dukaj.
SPZ of the area Haziz Nicaj told the police that he neither asked Eduart Reçi for this information nor did he understand why the businessman had sent it to him.
The content of the message sent on September 2, 2024, two and a half months before the murder of Eduart Reçi is as follows:
" ...my friend for information. I have a meeting with the neighbor boys, Shkelqim and Florjan, at 7 pm. At their bar, I told them to leave it somewhere else but they refused... I confirmed that he will come at the time and place you want. I told him for information. Be careful of any treacherous traps, if it is from them.... "
In his testimony, police officer Haziz Nicaj stated that, on the same day the victim sent him the message, Nicaj met with Eduart Reçi and they had an argument about the message.
Eduart Reçi himself spoke about the meeting between him and the Dukaj brothers, emphasizing that he had met the Dukaj brothers, had drunk coffee together in their bar quietly, and everything had gone very well.
They had parted ways amicably and had agreed in principle on the boundaries of ownership, with the aim of merging two plots of land for the construction of a palace.
According to police officer Haziz Nicaj, he had asked Eduart Reci about that alarming message and the businessman replied: "...I found it strange why we had to meet at their bar and that's why he had informed him...".
But, in addition to this message sent to Area Police Specialist Haziz Nicaj, Eduart Reçi, there are also many communication messages with the two brothers Shkëlqim and Florjan Dukaj, from whom he quite normally requests a meeting to discuss a piece of land.
Exactly 1 and a half months before Eduart Reçi was killed in the yard in front of his business, the businessman, on October 2, 2024, wrote to Shkëlqim and Florjan Dukaj, saying:
“… Good morning Shkëlqim and Flori! Have a nice day. We have verbally agreed to coordinate together on the legal path of your property to legally benefit from it and then for cooperation with me. But so far you have set the right platform. We left two weeks ago that we would meet to talk, but on your part I notice not commitment, but procrastination with the excuse that we are at work. (We all work and after work we have meetings for the family). Dear neighbors and friends, with the greatest respect for you personally and for the family. Your honorable actions prevent me from meeting the legal deadlines, in the final preparation of the file in the relevant institution to obtain the construction permit. Please find the time for the three of us to meet together to discuss and move forward. I am waiting for you to meet, you have me ready at any moment from this moment. Sincerely Eduarti. If we can meet today or tomorrow the three of us since we left for an answer from you….”
