"Some MPs are smoking cigarettes in the Assembly", the Inspectorate

A call received at the Health Inspectorate offices regarding tobacco consumption inside the Parliament premises caused inspectors to urgently head to the parliament premises.

The MPs, who had been in the hall for more than 12 hours in a marathon session, wanted to use the premises of the bar to enjoy a coffee with a cigarette, but were surprised when they saw Public Health inspectors there.

They notified the head of the DP group, Gazment Bardhi, who raised the issue in parliament.

"There are several inspectors who inspect the work premises of the deputies. The prosecution cannot exercise control without the authorization of the plenary session. You are seriously violating the constitution, you are behaving irresponsibly with the gesture you are making," said Bardhi.

In response to the head of the group, Minister Sala confirmed that " it is the inspectorate authorized to carry out the inspections ." But the head of the Assembly, Niko Peleshi, came out on Bardhi's side. " Smoking should not be allowed. The form and procedure of the inspection, Mr. Bardhi is undoubtedly right. For the moment, until the apocalypse happens, the inspectors should leave ," said Peleshi.

After yesterday's action in the parliament, the Inspectorate also reacted today.

The State Health Inspectorate (SHI) carries out inspections to monitor the implementation of Law No. 9636, dated 6.11.2006, “On the Protection of Health from Tobacco Products”, as amended. Inspections are carried out on the basis of the Annual Inspection Program and the respective monthly plans.

The Inspection Program provides for monitoring the implementation of Law No. 9636 during the period October–May. However, this program does not limit inspection activity only to this time interval. Each inspection carried out by the inspectors of the ISS also includes an assessment of compliance with the requirements of the law in the inspected entities.

In accordance with Law No. 92/2024 "On Inspection in the Republic of Albania", the inspection body continues to provide advice to entities on the prevention and avoidance of violations, as well as to clearly inform them about the legal consequences of any action or inaction during the inspection process.

For the period October 1 - December 4, 2025 alone, the ISSSH has conducted 1411 inspections and 954 consultations and 10 warnings throughout the country. 2 Intermediate Decisions have been taken on entities that traded tobacco products.

The Inspectorate remains committed to the rigorous implementation of this law, and stresses the need for the cooperation of all institutions and actors to ensure the most effective implementation.
Information on the Report and Inspection at the Parliament
Based on the phone call received by the Central State Health Inspectorate (SHSI), reporting smoking in the premises of the Coffee Bar, which is located within the premises of the Parliament, the inspection team was engaged in conducting the inspection.
This action was carried out in accordance with Order No. 20 and 20/1, “On conducting an inspection in accordance with Law No. 9636, dated 06.11.2006, 'On the Protection of Health from Tobacco Products', as amended”.
The inspection was also based on the requirements of Law No. 99/2024, “On Inspection in the Republic of Albania”, Article 33, Point 1, letter “a”.
The inspection team appeared at the premises of the Parliament on 04.12.2025 at 13:00 and again on 04.12.2025 at 21:00, where it conducted an inspection for the implementation of Law No. 9636.
