NAMES/ Accused of €700,000 tender, GJKKO takes Shkodër Mayor Benet

The Mayor of Shkodra, Benet Beci, has been officially sent for trial, after being accused of violating equality in tenders.

According to the Special Structure Against Corruption and Organized Crime, Beci is suspected of having committed the criminal offense while he was running the Albanian Power Corporation, in connection with a tender procedure worth around 700 thousand euros.

Several other people have also been named as defendants in this case, including Jonid Kazani, Edlira Mitrushi, Yllka Nishku, Rudin Gjoni, Premtim Dauti and Adela Ruko.

Announcement of the GJKKO:

1. The Special Prosecution Office against Corruption and Organized Crime on 08.01.2026 submitted to the Court the request with the subject: "Sending to trial the criminal case pertaining to criminal proceeding number 196, of 2024, against the defendants Benet Beci, Adela Ruko, Edlira Mitrushi, Jonid Kazani, Yllka Nishku, Premtim Dauti and Rudin Gjoni".

2. In the session of 17.03.2026 (preliminary session), the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of Judge Marinela Osmani, after reviewing the claims of the parties, with decision no. 63, dated 17.03.2026, decided:

1. Acceptance of the request of the Special Prosecution Office against Corruption and Organized Crime. 2. Sending the criminal case pertaining to criminal proceedings number 196, of 2024, for trial in the competent court, the Special Court of First Instance for Corruption and Organized Crime, in charge of the defendants: 1. Benet Beci, accused of committing the criminal offense of “Violation of equality of participants in tenders or public auctions”, committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

2. Adela Ruko, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

3. Edlira Mitrushi, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

4. Jonid Kazani, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

5. Yllka Nishku, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

6. Premtim Dauti, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

7. Rudin Gjoni, accused of committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258, 25, of the Criminal Code.

Based on Article 332/ë of the Code of Criminal Procedure, the formation of the trial file, which contains all acts carried out during the preliminary investigations of criminal proceedings no. 196 of 2024, of the Special Prosecutor's Office against Corruption and Organized Crime, as well as those taken at the preliminary hearing, presented by the parties and administered by the court.

Along with the request of the Special Prosecutor's Office to send the case to trial, the requests of the defendants: 1. Benet Beci, 2. Adela Ruko, 3. Edlira Mitrushi, 4. Jonid Kazani, 5. Yllka Nishku and 6. Rudin Gjoni, for a summary trial are also submitted. 5. The law does not allow for an appeal against the decision to send the case to trial.
