INSTAT/ Construction does not stop, new permit area is estimated at 2 million square meters in the period January-May alone

In 2024, the area of construction permits issued reached 2.5 million square meters, marking a significant increase compared to 333 thousand square meters in 2015, before the new wave of construction began in the country, especially in the capital.
From 2025, INSTAT will no longer publish the full area of construction permits issued, as it only provides information on construction permits based on data provided by municipalities.
INSTAT has clarified that the reported data does not include permits over 7 floors granted by the National Council of Territory and Water (KKTU). As a result, in 2025, the declared area of permits was only 1.3 million square meters, (almost halved) granted only by Municipalities.
Although KKTU has continuously issued construction permits for towers and resorts, there has been no transparency about the amount of surface area allocated for construction in 2025 and the first 5 months of 2026.
An indirect indicator is the high revenues from local taxes, 50-60% of which comes from the infrastructure impact tax. From local taxes, for the period January-May 2026, about 24 billion lek in revenue was collected, doubling from the same period in 2025, or about 12.7 billion lek more.
The growth is so strong that it has contributed to the improvement of total budget revenues. For comparison, budget revenues in January-May were 34.3 billion lek more, so local taxes alone have brought 37% of the budget increase.
Monitor, starting from the high increase in local taxes, where the main impact has been the impact on infrastructure, has calculated, based on 2024 data, how much area could be granted for construction permits in the first 5 months of the year alone.
According to "Monitor" calculations (explained below), it turns out that in the first 5 months of the year alone, construction permits were granted for about 2 million square meters of construction, out of 2.5 million square meters that were granted for the entire year 2024, indicating an even more massive continuation of construction in the country, if all projects are carried out, which have already paid the infrastructure impact tax.
In Tirana, the infrastructure impact tax for new construction for housing, commerce and services is 8% of the sales price per square meter, based on the market reference value. This level was set with the fiscal package of the Municipality of Tirana for 2016, where it was increased from the previous level of 4%. Even in Durrës and Vlora, where massive construction is taking place, the tax is also 8% in some central areas, (other levels are 4-6%), while in other districts it varies between 4-8%.
Estimates: permits for 2 million square meters in the first 5 months of the year alone
Në vitin 2024, kur u arrit dhe rekordi i deritanishëm i lejeve, sipas të dhënave nga Ministria e Financave, të ardhurat gjithsej nga taksa e ndikimit në infrastrukturë në gjithë vendin ishin 18.5 miliardë lekë, ose 57% e totalit të taksave lokale, që në vitin 2024 ishin 32.6 miliardë lekë. Në nivel njësi, rreth 77.4% të të ardhurave nga taksa e ndikimit në infrastrukturë në 2024-n e mblodhi vetëm Bashkia Tiranë.
Në vitin 2025, të ardhurat nga taksa e ndikimit në infrastrukture u ulën me 11% në 16.4 miliardë lekë (50% e totalit të taksave lokale), duke treguar për një tendencë rënëse të sipërfaqeve të lejeve të dhëna për ndërtim, por jo 50% siç rezulton nga sipërfaqja e lejeve për ndërtim të dhëna nga INSTAT. Në nivel njësie rreth 40.2% e taksës së ndikimit në infrastukturë në 2025-n u mblodh vetëm nga Bashkia Tiranë. Ky fakt dëshmon një përqendrim të lartë territorial të këtij burimi fiskal, sipas Ministrisë së Financave.
Sipas raportit të Ministrisë së Financave, të ardhurat nga taksa e ndikimit në infrastrukturë në vend janë rritur nga 1.4 miliardë lekë në vitin 2015, në 16.4 miliardë lekë në 2025-n, ose 1057% më shumë. Vetë financat theksojnë se kjo tregon: a) rritje të ndjeshme të aktivitetit të ndërtimit; b) rol gjithnjë e më të madh të kësaj takse si burim financiar për njësitë vendore. “Megjithatë, për shkak të natyrës ciklike të sektorit të ndërtimit, varësia e lartë nga kjo taksë paraqet rreziqe për qëndrueshmërinë afatmesme të të ardhurave”, thuhet në raport.
Bazuar në të ardhurat nga taksa e ndikimit në infrastrukturë në 2024-n (18.6 miliardë lekë) dhe sipërfaqen e dhënë për ndërtim (2.5 milionë metra katror), rezulton që nga taksa e infrastrukturës arkëtohet 7.4 mijë lekë për metër katror.
Me ketë të ardhur për metër katror dhe duke supozuar që rreth 60% e të ardhurave nga taksa lokale janë nga ajo e ndikimit në infrastrukturë, pra rreth 14 miliardë lekë (në fakt përqindja duhet të jetë më e lartë për shkak të rritjes së fortë të të ardhurave të ndikuar vetëm nga ky zë), sipërfaqja e dhënë për leje ndërtimi vetëm në 5 muajt e parë të vitit është të paktën 2 milionë metra katror.
Sigurisht që ky është një supozim, në mungesë të transparencës së institucioneve dhe i takon KKTU-së që të japë te INSTAT informacion të saktë lidhur me sipërfaqen e lejeve që ajo ka dhënë për ndërtim në 2025-n dhe në pesë muajt e parë të këtij viti.

Një tregues indirekt që mat vrullin e lejeve të ndërtimit që po vijojnë të jepen në vend, janë arkëtimet e ndjeshme nga zëri i “Pushtetit vendor”, pjesa më e madhe e të cilës përbëhet nga taksa e ndikimit në infrastrukturë.

SPAK Seizures Reveal Massive Money Laundering in Construction
SPAK's recent seizures have once again highlighted the use of construction and real estate as suspected channels for money laundering. In June announcements, SPAK announced the crackdown on networks suspected of international cocaine trafficking and laundering of the proceeds of crime, with the seizure of numerous assets.
According to SPAK reports, the seized assets include land, apartments, garages, villas, bank accounts, commercial companies, and assets related to construction projects in Tirana and the coastal area.
The case of "Nova Construction" is among the most significant, as the court's decision has imposed a seizure on three towers associated with this company, while it is mentioned as one of the companies symbolic of the multi-story construction boom in Tirana.
According to SPAK reports, the seizures, which included, among others, three towers in the capital, are related to suspicions of large-scale money laundering and the investment of suspected criminal proceeds in construction. The amount of the preventive seizure amounts to over 128.4 million euros.
In the most recent case, SPAK announced on June 16 the seizure of a large package of assets, including villas, apartments, real estate and commercial companies, as part of an investigation into international drug trafficking and money laundering. According to SPAK, the investigation is related to suspicions that criminal proceeds have been invested in properties and business activities, once again turning the real estate sector into one of the main channels for money laundering.
"Investigations have proven that a significant portion of the proceeds from international cocaine trafficking were transferred to Albania, in cash form to avoid the banking system in the first phase and were then invested in real estate, in the creation and purchase of shares in commercial companies, various companies mainly in the fields of construction, hospitality, consultancy, etc.," SPAK says in its latest report.
The total value of the seized assets is suspected to be around 150 (one hundred and fifty) million euros, SPAK reported./Monitor
