EU bans apps that create fake images with AI

First popularized in 2017, apps that create fake images with AI have developed at an alarming rate.
They use generative artificial intelligence to analyze a person's body. Through advanced models, they can create very realistic images within seconds.
As of 2026, deepfake apps with +18 content have been downloaded more than 705 million times worldwide.
Reports show a 118% increase in 2024 alone, as well as a tenfold increase with artificial intelligence by early 2026, with 99% of cases involving women.
Part of this growth is also linked to Elon Musk's Grok chatbot, which is said to have generated millions of non-consensual sexual images of women and children.
On May 7, European Union lawmakers reached an agreement to explicitly ban AI-powered image editing apps, calling it a moral and legal red line. The agreement prohibits artificial intelligence systems that aim to undress people in images without the individuals' consent.
According to this decision, these services must be removed from the EU market by December 2026. Developers and platforms that do not comply with the rule will face heavy fines.
