The afternoon session in the Albanian Parliament was marked by tensions between the DP and the SP. DP MP Luçiano Boçi reacted after the speech of the Minister of Education Mirela Kumbaro, where she presented the draft law for the creation of the National Agency for Educational Services.
Immediately after she finished her presentation, Luciano Boçi blocked the podium for several minutes.
Boçi stated that there is an open conflict of interest, highlighting the minister's institutional ties to a foundation that, according to him, is included in the decision-making structures of the new agency.
"Albanian law clearly foresees conflict of interest even at the institutional level. It cannot happen that a foundation with such connections has a key role on a board where key decisions are made," he said.
According to Boçi, the draft law seriously violates the principle of institutional independence, as it gives the minister full control over the management of the agency, from the appointment of directors and the board, to the approval of key decisions. He stressed that this contradicts EU standards, which require that agencies that administer exams, assessments and diploma recognition be run by independent structures, elected by the academic community.
But the Speaker of the Parliament reacted by stating that this is not the way to speak.
"The floor is not taken at your will, it is taken according to the rules. What did you ask for the floor for? It is not a question-and-answer session, you were not mentioned for a reply, you have no reply. You don't know what you want the floor for and you ask me for the floor? How do you take the floor in parliament whenever you want?", the speaker said, asking him to leave the podium.
Luciano Boçi returned to block the podium after Ana Nako and Lindita Nikolla left. His persistence led to measures being taken by Speaker Peleshi, which escalated to his expulsion from the session. The session resumed in 5 minutes.
Peleshi: You didn't say anything about a reply. Please, sit down! Sit down and don't offend! You are drawing attention, disciplinary action is being taken for drawing attention!
Peleshi: I am not prejudiced, at this point in the agenda the floor is given once. Clear the podium! You are violating the rules! You took the floor for 10 minutes and you were not refused! You stood up a second time and simply said I want to speak, without specifying. Take the second disciplinary measure, a warning! According to the rules, if you continue to violate it, a third measure is taken, your right to speak is revoked for today! Stop violating the rules!
Peleshi: Luciano Boci should be expelled from the hall! 5 minutes break until Boci vacates the hall!
