Erion Braçe requests an interpellation regarding Tirana's wastewater

Socialist MP Erion Braçe has requested an interpellation in Parliament with the Minister of Infrastructure and Energy, Enea Karakaçi, to report on the progress of the project to improve the sewage system in Greater Tirana - a project financed through a loan from the Japan International Cooperation Agency (JICA) since 2008 and which aims to build a final wastewater treatment system in the capital.

The request filed by Braçe on Monday, April 20, comes after he expressed his ambition to run for mayor of Tirana in the 2027 local elections.

Three decades after the fall of communism, Tirana remains the only capital in Europe that does not treat its wastewater network, endangering the environment and the health of its residents.

Since 2008, the Albanian government has spent tens of millions of euros building a wastewater treatment plant in Kashar, financed through a Japanese loan. Located at the foot of the Kashar hills, the plant was intended to serve a population of around 350,000 – with a second phase planned to completely solve the wastewater treatment problem.

Although almost two decades have passed since the project began, it has not been completed.

The project was initially contracted in 2014 for a value of around 81 million euros. The contract for its implementation was awarded to the Italian company "Construzioni Dondi" and the Japanese company "Kubota Corporation".

But in 2018, the Ministry of Infrastructure and Energy decided to unilaterally terminate the contract, referring the conflict to the Court of Arbitration in London. At the time of the contract termination, the works had been completed to the extent of 70%, or to the value of about 56 million euros.

The International Court of Arbitration in London considered the decision to terminate the contract by the Ministry of Infrastructure and Energy and the National Water Supply and Sewerage Agency as illegal and penalized the Albanian state with damages of 13.5 million euros. /BIRN
