The European Commission is preparing a detailed manual for managing the economic impact of the crisis in the Middle East, which is expected to be presented at an informal summit in Cyprus on May 13.

According to the draft, the plan aims to limit pressure on fuel prices and give the European Union the necessary tools to deal with similar crises in the future. The document includes measures ranging from subsidies to direct support for industry, following a technocratic approach to policy coordination and accelerating the energy transition.

The Commission notes that this is the second major crisis after the one caused by Russia's war against Ukraine, underlining Europe's continued dependence on imported fossil fuels. In 2025 alone, energy imports amounted to €336.7 billion, while the current crisis in the Middle East has added another €22 billion to the total cost.
