Suspicions of fraud in public procurement, Federica Mogherini arrested

Federica Mogherini, currently Rector of the College of Europe and former EU High Representative for Foreign Affairs and Security Policy, has been detained in Brussels as part of a fraud investigation involving the College of Europe and the EU External Action Service (EEAS), Belgian media reported.

According to the newspaper Le Soir, searches were carried out today at the European Union diplomatic service in Brussels and several buildings of the College of Europe in Bruges. In total, three people were arrested, including Mogherini.

The disputed facts date from the period 2021–2022, and the charges include fraud in the award of public contracts, corruption, conflict of interest, and violation of professional secrecy.

The investigation focuses on allegations of favouritism and unfair competition in the awarding by the EU diplomatic service of a nine-month training programme for future European diplomats, known as the European Union Diplomatic Academy, to the College of Europe. Investigators are trying to determine whether the College or its representatives were informed in advance of the selection criteria as part of the tender procedure.

The European Public Prosecutor's Office, an independent EU body responsible for fighting fraud against EU funds, had previously requested the lifting of the immunity enjoyed by some suspects, a request that was approved before the police operation./ Corriere della Serra
