After returning to the Assembly session for the fourth time due to interruptions and tensions, MP Taulant Balla proposed on behalf of the Socialist Party to close the discussions, due to the impossibility of continuing them and moving them to a vote on draft laws. 

But the session was postponed to 6:30 PM, where it will proceed directly to voting on the draft laws, some of which with a qualified majority, as the number of deputies was not counted, while the opposition refused to participate.

One of them, Criminal Amnesty, definitely requires 84 votes to pass.

But how did events unfold in the Assembly?

"After an attempt like never before, in the impossibility of its development, I propose the cessation of discussions, for the blockage of the Assembly and the laws. This is a great shame that falls on you. We are for 2 laws that are for the European agenda, to listen to the Foreign Minister for the integration of Albania into the EU. We are in the conditions that I propose the cessation of discussions, the interpellations that are called executed and to move directly to the vote, I propose that this be put to the vote", said the head of the SP group, Taulant Balla.

The opposition objected again by blocking the Parliament's floor, while Peleshi stated that he had invited the heads of parliamentary groups, but the opposition's had not shown up.

"I invited the leaders of the parliamentary groups, but the opposition did not come. There is no other way to resolve this deadlock, I cannot find any solution, so Mr. Balla proposes to suspend the discussions and proceed directly to the vote," he said, among other things.

By a majority vote, 79 votes were cast in favor and two against, approving the suspension of discussions and moving directly to the vote.

The interpellations were considered exhausted and the vote on the draft laws on the agenda would proceed directly.

Peleshi gave another 5 minutes of rest before the vote.

But after returning to the hall, the session began with a new proposal from the leader of the SP group, Taulant Balla, as some of the draft laws required a qualified majority.

"Mr. Speaker of the Assembly, because today we have a qualified number of votes and because of the deputies who are taking time to arrive, I propose that voting resume at 6:30 PM," said Balla.

This brought a strong reaction from opposition MPs who demanded an explanation for why the vote and session were being postponed.

Peleshi informed them that it was only being postponed and not canceled.

"The session voted to suspend discussions due to the lack of normality in the hall. Now it is only being postponed according to Mr. Balla's proposal and this proposal is being put to a vote," said Peleshi.

With 77 votes in favor and no votes against or abstentions, it was decided to vote directly at the Assembly session at 6:30 PM on the other items on the agenda, mainly draft laws, including the Criminal Amnesty and the Traffic Code.
