The check-up concession/ Milva Ekonomi gave €1 million to Vilma Nushi, the money was invested in the "Boli" tower

A few days ago, the show "Plug" on Syri TV made a summary with concrete facts and documents of the abuses that have been made by the Albanian state with healthcare concessions, one of them being the check-up concession, a major scheme of abuse with the taxes of Albanian citizens.
A competition was opened for this concession, in which several companies with experience in the field of performing medical tests participated, but the winner was Vilma Nushi's 3P Life Logistic . We will go into details and we will understand that we are facing a fictitious competition with a predetermined winner.
First, this company was founded on December 9, 2014, while the concession contract was signed two days before the month was completed, on January 7, 2015. Meanwhile, the competition for the check-up concession was announced in February 2014. In other words, 11 months before the contract was signed with the company that Vilma Nushi founded, one month before she signed the 138 million euro concession. And the biggest surprise lies in the fact that the winner was officially announced on October 6, 2014, two months before the company that would win the concession contract was founded .
After the signing of the concession contract in early January 2015 by the Ministry of Health and the company 3P Life Logistic, the Public Procurement Agency refused to publish this contract after finding serious legal violations. First, the contract was sent to the PPA without a protocol number and without being signed by the head of the institution. The second was the total amount that the Albanian state would pay at the end of the 10-year concession, as well as the method of payment, which according to the PPA, in the form sent by the Ministry of Health stated that the payment for the check-up would be made based on the number of analyzes that would be performed. And here there is a discrepancy regarding the total value of the signed contract .
Specifically, in the form sent with letter no. 3082/23 Prot., dated 20.01.2015, in point 5 the total value of the contract is given as 13,833,000,000 lekë. Meanwhile, in the form sent with letter no. 3082/27 Prot., dated 10.02.2015, in paragraph IV.4 it is expressly stated that: “The real value will depend on the number of controls”.
Six days later, the Ministry of Health once again signs the notification form of the signed contract and on 19.02.2015, the then minister, Ilir Beqaj, delegates the authority to his subordinate, Milva Ekonomi, to sign the form of the winner of the concession contract.
Në këtë shkresë, përveç firmës dhe vulës së Ministrisë së Shëndetësisë, deleguar te Milva Ekonomi, saktësohet në pikën IV.3 se: “Vlera totale e kontratës do të jetë 13.833.000.000 lekë”, apo rreth 138 milionë euro për dhjetë vjet. Ndërsa në pikën IV.4 saktësohet: “Vlera e sipërcituar është vlera e dhjetë viteve të marra së bashku për numrin maksimal të kontrolleve për grupmoshën 40-65 vjeç. Vlera reale e kontratës do të jetë më e ulët pasi ajo do të llogaritet në varësi të numrit të kontrolleve që do të kryhen çdo vit”.
Do të mjaftonte vetë ky dokument, që minimalisht sot SPAK ta kishte marrë të pandehur zv.ministren e asaj kohe, Milva Ekonomi, e cila me dashje i ka shkaktuar disa milionë euro dëm buxhetit të shtetit, pasi me firmën e saj ka kryer pagesa në kundërshtim me kushtet e parashikuara në kontratë.
Por skandalet nuk mbarojnë këtu. Në pikën 3 të kontratës përcaktohet se:
“Operatori merr përsipër që të ndërtojë, pajisë me aparatura mjekësore të nevojshme, të operojë dhe menaxhojë 20 laboratorë”. Por sipas dokumentit të siguruar nga emisioni “Plug”, Vilma Nushi ndërtoi vetëm tre laboratorë, edhe këta në magazinën e vet në Kashar, ndërsa në qytetet Fier, Lezhë, Shkodër, Lushnjë, Korçë, Sarandë, Berat, Elbasan dhe Gjirokastër, ajo nënkontraktoi laboratorë të tjerë për kryerjen e analizave check-up.
Kjo ndodhi për një arsye. Vilma Nushi, sipas kontratës, 20 laboratorët do të duhej t’i ndërtonte në qendrat shëndetësore të Ministrisë së Shëndetësisë dhe, në përfundim të koncesionit, ky investim do t’i mbetej si aset shtetit shqiptar. Gjë që nuk ndodhi asnjëherë.
Sipas kontratës që shihni në ekran, nënshkruar mes kompanisë së Vilma Nushit dhe kompanisë Intermedica të deputetit të PS-së, Vasil Llajo, çmimi për një check-up te Intermedica për Vilma Nushin do të kushtonte 740 lekë me TVSH. Pra, ndërkohë që shteti do t’i paguante Vilma Nushit 1844 lekë me TVSH për kryerjen e një pakete check-up, ajo e delegoi këtë shërbim te nënkontraktori për një çmim prej 740 lekësh me TVSH. Me vetëm këtë skemë, Vilma Nushi ka përfituar për çdo analizë rreth 11 euro. Gjithçka me firmën e hedhur nga ish-zv.ministrja Milva Ekonomi.
Në një përballje me gazetarin Freard Rista, zonja Ekonomi mohoi të kishte lidhje me këtë formular kontrate, pavarësisht se emri dhe firma e saj janë të zeza mbi të bardhë.
Kompania e Vilma Nushit, Marketing & Distribution, e cila ka në pronësi koncesionin e check-up nëpërmjet kompanisë 3P Life Logistic, rezulton gjithashtu se ka financuar edhe kompaninë “Victoria Construction”, e cila po ndërton kullën “Ekspozita Building”.
Deri këtu do të ishte diçka normale, nëse pas kësaj kulle nuk do të qëndronte një emër si ai i Ervin Matës, i arrestuar së fundmi në Brazil me kërkesë të SPAK-ut për trafik droge.
Specifically, in 2018, the Marketing & Distribution company transferred an amount of 1.1 million euros to the account of the company “Victoria Construction”. The balance sheet data of the company “Victoria Construction” does not specify the reason why Vilma Nushi gave such a monetary amount to the company.
The payment of the money was made just a year before the construction permit for the "Ekspozita Building" tower was signed. So, in 2018, Vilma Nushi paid the first installment of money on behalf of Luan Mata's company, while in 2019, with the signatures of Edi Rama and Belinda Balluku, the development permit was also approved .
We recall that precisely in 2018, when Vilma Nushi declared that she had invested 1.1 billion lek in Ervin Mata's tower, she also received the first dividend from the check-up company, worth about 1.2 billion lek, approximately the same amount as she invested in Ervin Mata's tower .
Also for this matter, Mrs. Ekonomi was asked if she feels any moral responsibility for enriching the private sector with her firms, who then invests these lek earned by Albanian taxpayers in characters with criminal records, but she did not answer, keeping her mouth shut and hurrying to vote. /Syri.net
