"Don't touch my car"/ Karamuço: Organized crime challenges the state even after seizing assets

Since its creation in 2019, SPAK has seized 64 immovable properties, 26 movable properties, 11 commercial entities, of which 7 entities were fully seized, and the respective quotas of persons under investigation for 4 other entities.
Once seized, the Seized and Confiscated Assets Administration Agency publishes them and most of them are leased out. 3,982 assets and material evidence, which mainly include apartments, service units, land and vehicles, are currently under the supervision of this institution.
Criminalistics expert Ervin Karamuço, invited to 'Top Story', explained how the wealth and assets of criminal groups function, and what happens after their seizure.
Karamuço: We also have cases in Albania that have been decided, victories for criminal assets. We have a case where an exponent of organized crime had appealed to the police "don't touch my car". One of the police leaders made a request, took the car and today he drives around with that car as a form of demonstration that "the law is me and not you".
There are hundreds of villas in Italy, half of them are abandoned, no one even approaches them for social projects. We have a large association there, the one for free lands. Every year their lands are burned, their assets are damaged, organizations go, arson of lands, orchards, assets. This started early. The person who first proposed the law, Torre, he was killed. We also have that law today for prevention, seizure, in general for organized crime with property assets.
Journalist Elton Qyno added that Albanians are now focused on clean assets, making sure not to buy a property whose owner may be in conflict with the state or other persons.
Qyno : In any property, Albanians have a trend of not buying a property that is in conflict with the state or the individual. Recently, they have focused on clean assets. The fact that you go and buy an apartment from an exponent of organized crime, you have entered into conflict with both of their feet. There are also many commercial units that, although the state puts them up for auction, the people who buy or rent them are the owners who take them under other names. They buy them for the second time, but they do not give up their property.
Karamuço: It's a phenomenon, he has the car there and knows that they will take it from him by court order, he takes the key and leaves the car there. The moment the car is keyless, you find a code or make a new key, that car is leaving from there, he steals the car and demands damages from the state, there are other forms like that.
