An "Iphone 11" phone that the BKH seized from Viola Haxhiademi, the Secretary General of the Ministry of Energy and Infrastructure, has been the cause of the discovery of the luxury villa in the "White Rocks" complex, which is suspected to belong to the country's former Deputy Prime Minister Belinda Balluku.
From the examination of this phone in October 2024, several compromising emails of the senior official at the MEI, Viola Haxhiademi, and Belinda Ballukut herself were discovered.
According to documents obtained by journalist Elton Qyno, Viola Haxhiademi, with the position of Director of the Administrative Department at "Albcontrol", communicates with her sister, Dorela Haxhiademi, whom she informs that Belinda Balluku, at that time Director of "Albcontrol", has a residential unit in the "White Rocks" complex.
From the examination of the expert report no. 203 dated October 8, 2024, where the "Iphone 11 Pro" mobile phone seized from Viola Haxhiademi was examined, it resulted that the documents show that on February 13, 2018, at around 8:27 p.m., an e-mail was sent from the e-mail address [email protected] to the e-mail address of her sister "[email protected]".
The e-mail has the following content:
"...sweetheart, I'm sending you Bela's photos, so you can understand what stage the house is in. I've also sent you the project plan, so you can see what it's about. Bela has an F-5 while we have an F-6. If you look at the photo I took closer to the villas, she also drew where the pool will be. I like it a lot. Рuuuuссссс".
The villa owned by the Haxhiademi sisters turns out to be registered in the name of their mother, Eleni Haxhiademi.
The investigation revealed that the email address "[email protected]" is one of the email addresses of citizen Viola Haxhiademi.
It also turns out that citizen Vioala Haxhiademi has a sister, Dorela Haxhiademi. The above communications refer to two residential units in the "White Rocks" complex, Drimadhes, Gjilek, Dhërmi, built by the company "Eurocol"
The investigation group at SPAK links the taking of one of the villas where Belinda Balluku lives, as a corrupt act and money laundering, related to a favoritism procedure for two tenders that were conducted in 2018 at the General Directorate of "Albcontrol", which at the time was headed by Belinda Balluku.
According to the SPAK investigation, the goal was "Reconstruction of the technological building of "AlbControl" to improve conditions". By order of Belinda Balluku in October 2014, Altin Premti's studio "Atelier 4" was contracted to study the building's project.

Ndërkohë në datën 11 nëntor 2014, ora 10:57, biznesmeni Fejzi Kodra i dërgon sms biznesmenit Pandeli Carapuli si më poshtë vijon:
"...për dijeni, akoma s'ka dalë gjë tek web i APP...".
Nga ana tjetër në orën 11:27, Pandeli Carapuli i shkruan: “...shiko u shpall ky i fundit. I madh...".
Në orën 11:39, Fejzi Kodra i shkruan Carapulit duke i thënë: "Mban datën e djeshme shpallur: "Rikonstruksion i godinës teknologjike të AlbControll”.
Kurse në orën 11:39, shtetasi Pandeli Carapuli i shkruan Kodrës: “...Ok të fillojmë përgatitjet".
Nga aktet e administruara në lidhje me procedurën e prokurimit me objekt: "Rikonstruksioni i godinës teknologjike të Albcontrol për përmirësimin e kushteve", sipas organit të akuzës rezulton se Belinda Balluku, nën cilësinë e titullarit të autoritetit kontraktor, me detyrën e Drejtorit të Përgjithshëm të "Albcontrol" sh.a, në bashkëpunim me anëtarët e Njësisë së Prokurimit, shtetasit Silvana Piciri, Egmont Ngjela, Viola Haxhiademi, Anila Malaj, si dhe shtetasin Evis Berberi, Kryetar i Komisionit të Vlerësimit të Ofertave, njëkohësisht Shef i Sektorit të Prokurimeve në Albcontrol, kanë vepruar në kundërshtim me ligjin "Për rregullat e prokurimit publik".
Belinda Balluku, nën cilësinë e titullarit të autoritetit kontraktor, "Albcontrol" sh.a, me detyrën e Drejtoreshës së Përgjithshme të "Albcontrol" sh.a, në bashkëpunim me anëtarët e Njësisë së Prokurimit, shtetasit Silvana Piciri, Egmont Ngjela dhe Anila Malaj, si dhe kryetarin e komisionit të vlerësimit të ofertave, shtetasin Evis Berberi, me detyrën e Shefit të Sektorit të Prokurimeve në "Albcontrol", sh.a, kanë paracaktuar dhe krijuar avantazhe dhe privilegje për shoqërinë fituese "Eurocol", duke siguruar në mënyrë të tërthortë vlerën e përfitimit të parregullt të dhënë nga administratori i shoqërisë "Eurocol", Pandeli Carapuli, që konsiston në pasurinë, Vila F6, me vendndodhje, Kompleksi "White Rocks", Dhërmi.
Fakti që kjo pasuri, (Vila F-6), është në posedim të Belinda Balluku, provohet nga rrethanat e dala gjatë hetimeve, si dhe provat e administruara deri në këtë fazë të hetimeve paraprake të procedimit penal nr. 136 të vitit 2025, si më poshtë vijon:

The contract stipulates that the fenced plot available to the villa is no less than 100 m², where within the plot area the villa has an area of 88.6 m², the villa also has a veranda of 18.6 m², and the parking space is located within the plot area.
The deadline for the completion of the works is set for March 2018. Meanwhile, with the order contract no. 107 dated January 24, 2019, concluded between Eleni Haxhiademi, in the capacity of the customer, and the company "Eurocol", represented in this case by the administrator Pandeli Carapuli in the capacity of the entrepreneur, an individual two-story villa type "Begonia" with no. F-6 is ordered.
The full price of villa F-6 is 165,000 Euros.
The contract stipulates that the fenced plot available to the villa is no less than 300 m², where within the plot area the villa has an area of 103 m², the villa also has a veranda of 34 m², and the parking space is located within the plot area.
The deadline for the completion of the works has been set for February 2019. The investigation has resulted in the order contract no. 1059 dated December 5, 2018, concluded between Igli Tare, in the capacity of the customer, and the company "Eurocol" represented by administrator Pandeli Carapuli, in the capacity of the entrepreneur, ordering an individual two-story villa type Begonia with no. F-6.
The full price of villa F-6 is 145,000 Euros.
The contract stipulates that the fenced plot available to the villa is no less than 300 m², where within the plot area the villa has an area of 103 m², the villa also has a veranda of 34 m², and the parking space is located within the plot area.
The deadline for completion of the works is set for December 2018. Regarding the contract for the previous order, for villa F-6, it turns out that only 70,000 Euros were paid on December 17, 2018 by Agron Tare, brother of former footballer Igli Tare. While the remaining 75,000 Euros has not yet been paid.
According to the SPAK file, Villa F-6 continues to be owned by the "Eurocol" company of businessman Pandeli Carapuli. The transfer of the property to the name of Igli Tare has not yet been completed in the ownership certificate, as the liquidation of the amount of 75 thousand euros has not been made.
During his testimony to the prosecution, Carapuli stated that he made the contract with Igli Tare, as he had been friends with the latter for a long time. He also stated that he was not interested in who he gave the house to, Igli Tare.
