BIRN: Erion Veliaj continues expensive lobbying in the US from prison, to smear institutions that support SPAK

On February 17 of this year, the American law firm Kasowitz Benson Torres wrote to the OPDAT office at the US Department of Justice to request a meeting on behalf of Erion and Arber Veliaj. This email, recently disclosed as part of documents filed with the US Department of Justice’s Office of Foreign Agents, FARA, was followed up with a second one on February 19.
The documents do not indicate whether the meeting took place, but they prove that Veliaj's lobbying campaign in the US expanded, targeting, in addition to political figures, senators and congressmen or human rights organizations, the Office for the Development, Assistance and Training of Prosecutors Abroad, OPDAT, as well as parts of the Department of Justice or American institutions that support SPAK with training and funding.
Documents filed as part of the law firm's declaration of lobbying in Veliaj's service show that he has already spent about $430,000 since August 21 of last year. Previous payments, about $220,000, were made mainly in the months of August-September 2025, while about $210,000 was spent from October 2025 to March 2026.
According to documents filed with the US Department of Justice, FARA, the payments were made by the brother of the mayor of Tirana, Arbër Veliaj.
Tirana Mayor Erion Veliaj was arrested in February last year by the Special Prosecution Office on charges of corruption, money laundering and concealment of assets and is being tried under the security measure of “prison arrest” in the Special Court. Along with Veliaj, his wife Ajola Xoxa, former SP MP Klotilda Bushka and 15 other people, including businessmen and associates, are on trial. Veliaj and the others dispute the Prosecution’s charges.
Asked about communications with OPDAT and lobbying activity in the United States, Erion Veliaj's American law firm said that contacts with this institution are related to the role that OPDAT has played in the creation and support of SPAK, while arguing that the activities undertaken in the US are legal and aim to protect the rights of his client.
“As we have made clear in our letter to OPDAT, given this institution’s fundamental contribution to the creation of SPAK and its role in the justice reform undertaken within the framework of Albania’s European integration process, we believe that our concerns about SPAK’s use of pre-trial detention for purposes that we consider unlawful and politically motivated deserve OPDAT’s attention and response,” said Kasowitz Benson Torres.

Shuma prej 209,945 dollarësh, e paguar në tetë këste të ndryshme nga Arbër Veliaj, përkon me zhvillimin e një sërë komunikimesh institucionale.
Dokumenti tregon se firma e lobimit ka kontaktuar stafin e të paktën 15 senatorëve, duke përfshirë Chuck Grassley, Lindsey Graham, Chris Murphy dhe Jeanne Shaheen. Në Dhomën e Përfaqësuesve janë regjistruar kontakte me rreth 19 zyra kongresmenësh. Qëllimi i deklaruar i këtyre komunikimeve, sipas FARA-s, ishte informimi mbi “çështjet e procesit të rregullt ligjor të Erion Veliajt”.
The lobbying activity has also extended to international human rights organizations and research institutions. Records show that emails and requests for meetings have been sent to Amnesty International, Freedom House, the Lantos Commission on Human Rights, and experts from the American Enterprise Institute (AEI). The purpose of these contacts appears to be to convey the defense's position on the security measure against the mayor.
As for the materials distributed, the FARA file lists a series of documents that were forwarded to US officials. These include reports drafted by the law firms Kasowitz LLP and Mishcon de Reya, as well as press releases distributed through the PR Newswire network.
In these communications, electronic links were also sent to officials as supplementary materials. These include the dedicated website Justice4Erion.com, an article published in the EU Reporter media and massively republished in Albanian, as well as articles from local media in Albania reporting on the developments of the criminal process against Veliaj.
