Constitutional Court: The constitutive session of the Assembly of Kosovo has not ended!

The Constitutional Court ruled on Tuesday (today, September 30) that the constitutive session of the Assembly, which began on April 15, has not been concluded and that it must be concluded within 12 days of the entry into force of this judgment.
The court justified its decision, noting that the Deputy Speaker of the Assembly has not yet been elected from among the deputies of the Serbian community.
She has ordered the deputies, in accordance with the articles in force, to exercise their constitutional function in the best interest of Kosovo when electing the vice-president from this community, Radio Free Europe reports.
The court made this decision following a complaint by the Serbian List – the largest Serb party in Kosovo – regarding the separate voting of candidates for deputy speakers of the Kosovo Assembly from among minorities.
This political entity believes that the Speaker of the Assembly, Dimal Basha, did not act fairly when he declared the Assembly constituted without the Serbian Deputy Speaker being elected.
After receiving the complaint, the Constitutional Court imposed a temporary measure on September 5, which prohibited the deputies from taking action towards the formation of the new Government until September 30, as there were suspicions of a constitutional violation.
The Vetëvendosje Movement, the party that won the most votes in the February 9 elections and is currently in power, has criticized the measure imposed by the Constitutional Court, while the President of Kosovo, Vjosa Osmani, said days ago that she believes that the blocking of the Assembly due to the failure to elect a deputy speaker from the Serbian minority, while its Presidency has a quorum, would seriously undermine the foundations on which the state is built.
According to her, the package vote for the two positions reserved for minorities is not required by the Constitution, as the Serbian List claims, and that the Assembly's Rules of Procedure are not the most important document in the country.
