The next project of the Albanian Investment Corporation also affects orphaned children, where a huge tower will be built on the site of the “Zyber Hallulli” Children's Home. The concrete masters seem to spare no one, not even the orphans, who have lived there their entire lives. Not to mention the personal, as it is known that the Home has always been on Elbasani Street.

These masters seem to have a plan to destroy every low-rise state building near the center of Tirana and transform it into huge towers, the kind always built by oligarchs, where people with dubious pasts buy apartments or shops.

The land where the orphans are located is highly sought after by the oligarchs, who have long since turned the area near the national stadium, now named "Air Albania", into a large concrete massif.

The corporation writes that the project will be implemented through the entrepreneurship instrument, where the private partner will finance the construction of two public facilities, the Inspectorate Corps and the new "Zyber Hallulli" Children's Home, while in return it will have the right to develop another property for multifunctional use, in accordance with the decision of the Council of Ministers.

The properties included in the project are the one with an area of ​​7,107 m² of land. Within this property there is a building with an area of ​​1,411 m², in which the building of the “Zyber Hallulli” Children's Home is located. “This property is owned by the state, and is under the administrative responsibility of the Ministry of Health and Social Protection, as well as the State Social Service. This property has been transferred to the Corporation by the Decision of the Council of Ministers dated July 31, 2025,” the document states.

The project also includes a property with an area of ​​2,902.6 m2 of land, which is a construction unit and land currently in use by the Central Inspectorate.

Meanwhile, the third property is the one with an area of ​​5,219 m2, transferred to the ownership of AIC, and will be for public development for the construction of a new house for the children of the Zyber Hallulli center.

It seems that the Inspectorate building and the new Children's Home will be moved to Gramoz Pashko Street. The land they leave, with a huge surface area, is expected to be given to private individuals to build towers. A very suspicious story, where a land with a much higher value is given to a private individual, in exchange for two buildings that he will build a little further away.

The document states that the first area consists of a 5,220 m² plot of land on Gramoz Pashko Street, near the Tirana Student Campus and Lake Park. “This area with a “garden-city” character offers a healthier and greener environment than the current home of the institution and provides an ideal context for a campus that feels like a village rather than a shelter. The project is intended to accommodate around 40 children aged 6–15,” the document states.

Meanwhile, the second area consists of a 7,110 m² property on Elbasani Street, near the “Air Albania” Stadium. “Both the current ‘Zyber Hallulli’ Children’s Home and the existing Inspectorate building on this plot will be demolished, paving the way for a new mixed-use development with high urban visibility. This project is expected to combine hospitality, residential, commercial, office and service functions, as well as provide sufficient underground parking spaces. While the exact distribution of these functions is left to the creativity of the competitors, the building should aim to become a contemporary landmark that contributes positively to Tirana’s urban skyline and its public space,” the document states.

Written quite clearly that a tower will be erected on the territory where the orphans currently reside. According to the concrete masters, architects should pay special attention to the relationship between the building and its surroundings, how it enlivens the street level, connects to the surrounding neighborhoods, and integrates public spaces that serve both the community and future users.
