The candidate for the head of SPAK, Adnan Xholi, in presenting his platform to the KLP, has also revealed his long career in the justice system. He emphasizes that he has held leadership positions for a long time.

" The prosecution is a decentralized body, prosecutors are independent, the leader is the manager who, as an equal among equals, has the legal and moral obligation to ensure working conditions, orient human resources and crack down on illegality."

The role of the director focuses on achieving successful results in order to increase the trust of the public and international partners. Due to the dynamic structure of crime, increased attention is needed. This body of prosecutors must do everything to ensure that, in the face of public opinion, they are doing enough. I stand before you today with over 27 years of experience without interruption in the justice system. My career has been on a constant and continuous rise. I have led several investigations into a wide range of organized crime and corruption cases. I have represented the prosecution at all levels of the trial and before becoming part of SPAK. Due to the position I had as director, I was an integral part of all decisions that would be made by the Supreme Court. My being a prosecutor, as a director in several prosecutor's offices, has enabled me to have skills in producing administrative acts. I have considered getting to know the problems, with colleagues to provide solutions. I have led important investigations. I am the leader of 5 joint investigation teams.

I am a prosecutor who has had parallel investigations with most countries globally. I have had parallel investigations regarding issues of narcotics, weapons, money laundering, and human beings. I have collaborated with foreign counterparts to crack down on criminal groups on a wide scale. I have administered voluminous acts, which have made it possible to arrest perpetrators, convict, and confiscate and seize criminal assets. I am also engaged in changing the justice reform. The leader, in addition to the managerial role, must set an example by taking on increased responsibilities. Being a leader at different levels of the prosecution, has given me the opportunity to deepen my knowledge from a legal perspective by showing special care in implementing the law. The success of a prosecutor is measured in court ," said Xholi.

He also revealed some of the sensational cases he has investigated: 

" I was appointed in 1999 as a prosecutor in Gjirokastra. I was engaged in the investigation of sensitive cases that had occurred in 1997. I presented the case of the murder called 'Glina's murder' in 1997, an armed criminal group with an extension in the Vorë-Tepelena axis had created a mechanism to rob Albanian citizens who worked and lived in Greece, and trapped them at the border point. One of the members posed as a taxi driver and his associates waited for him on the road. Four Albanian citizens were killed by this group. The perpetrators have been identified and all have been convicted, I have requested a 'life sentence' for the perpetrator.

Two other cases are related to the kidnapping of businessmen. Two businessmen were kidnapped, one in the village of Peshkopi and one in the city of Gjirokastra. They were kidnapped for a period of 9-18 days, subjected to psychological and physical violence. They forced them to open their graves in order to receive the demanded monetary amounts, which were 100 million dramsThe investigation was suspended. It was reopened and the perpetrators were identified, arrested and sentenced. The other case is related to a hostage-taking, where the hostage was executed, but the perpetrators continued to demand money. The perpetrator was identified and a life sentence was sought for him .

He also recalled some of the most serious events he investigated when he was part of the Serious Crimes Prosecution. " The events of 97, known as the "Cërrik massacre", where 6 Guard officers were killed and the "Qafë 6 massacre", where a police officer was killed and an attempt was made to kill a police chief. We were under extraordinary pressure from the families of the defendants, who felt untouchable in their cities, and from the families of the victims, who were demanding justice . "
