It would take a huge uproar with the police and military siege and seizure of the News 24 Television building on August 9 of this year for Albanians to learn about the existence of a new state-owned company called "KAYO".
Its administrator Ardi Veliu and then Prime Minister Edi Rama, declared that it was an important state-owned military company, which will bring the armament, equipment and uniforms of the army and other security forces in Albania to a level worthy of a NATO member country. According to the Prime Minister, its main objective will be the production of combat drones and armored vehicles in our country. Earlier, Edi Rama, speaking about the standards of the Albanian army and police in the framework of EU membership, spoke of a new era of quality and dignity of uniforms. But it seems that the story continues: New promises, old noise!
What is the company "KAYO" in letters and what is its objective?
The weapons manufacturing company "KAYO" was registered at the National Business Center on October 16, 2024, while the company's founding date is September 24, 2024. The KAYO company will be managed by a 7-member board, while the administrator will be the former Director General of the State Police, Ardi Veliu. It was created with an initial capital of 150 million lek.
The company "KAYO" has as its object the design, production, repair, demilitarization, destruction and trade, within and outside the country, of all types of weapons or parts of weapons, including military weapons, ammunition, military technologies and equipment, uniforms, means, equipment and weapons and communication systems, as well as any activity related to this activity, in function of national security and defense policies and the increase of military capacities. Throughout the development of its activity, the company also pursues economic and commercial interests.
New company with old partners and how to do it without fear of SPAK, "corruption by law"
Despite the ambition and sensational proclamation that Prime Minister Edi Rama has made to "KAYO", as a company that in collaboration with prestigious companies in the world will produce the first Made in Albania drones, that finally the military, police and other security forces will have quality and dignified clothing and equipment like their counterparts in NATO and the EU, the first thing that its administrator, Ardi Veliu, has done has been the creation of several umbrella companies, to continue the old corrupt affairs with the same clients, but this time without tenders and public procurement. In other words, the creation of a private-state monopoly in this field.

Subjekti “GUNA TACTICAL” me NUIS “M52008021O” është themeluar si shoqëri aksionere gjithashtu, në datën 01.08.2025, me objekt aktiviteti prodhimin apo tregtimin e uniformave dhe aksesorëve për forcat e armatosura të Republikës së Shqipërisë dhe strukturat e tjera të sigurisë.
E përbashkëta e krijimit të këtyre subjekteve, nuk është vetëm e njëjta datë e krijimit, por edhe se janë të njëjtët ortakë që kanë krijuar dy kompani.
“M.K.D” ka si ortakë aksionerë: 20 % kompaninë shtetërore, “KAYO” me NUIS “M42216020F”, me administrator Z. Ardi Veliu dhe 80% kompaninë private shqiptare, “MSSC (MILITARY SYSTEM SUPPLY COMPANY)” me NUIS “L01306040L”, me pronar të vetëm Z. Emiljano Dusha.
“GUNA TACTICAL” ka si ortake aksionere: 51 % kompaninë shtetërore “KAYO” me NUIS “M42216020F” me administrator Z. ArdiVeliu dhe 49% kompaninë private shqiptare “MSSC (MILITARY SYSTEM SUPPLY COMPANY)” me NUIS “L01306040L”, me pronar të vetëm, po Z. Emiljano Dusha.
Kush është “MSSC” me pronar të vetëm Emiljano Dusha, i cili është përzgjedhur si ortak nga KAYO?
Duke ju referuar të dhënave për transaksionet e Thesarit të Shtetit në website-in Open Spending Albania, kompania “MSSC (MILITARY SYSTEM SUPPLY COMPANY)” është një përfituese shumëvjeçare e fondeve të buxhetit të shtetit shqiptar. Kjo kompani është furnizuese e rregullt me armë dhe municione për forcat e armatosura dhe të sigurisë.
Kontratat e furnizimit që kjo kompani ka bërë me strukturat ushtarake dhe të sigurise kanë qenë me vlera të negociuara në menyre të drejtpërdrejtë dhe pa procedura tenderimi.
Vlera e kontratave të realizuara nga kjo kompani, vetëm në harkun kohor, 2018-2025, është 5’929’396’039 Leke të reja, apo rreth 59’000’000 Euro.
Gjatë periudhës, Tetor-Dhjetor 2024, (Ministria e Mbrojtjes është pronare e KAYO), nga strukturat e kësaj ministrie janë realizuar 7 (shtatë) kontrata me negocim me kompaninë “MSSC”, me një vlerë prej 577’567’186 Lekë të reja, apo rreth 6’000’000 Euro.
Gjatë periudhës, Korrik 2018- Dhjetor 2020, kur administrator aktual i kompanisë “KAYO”, Z. Ardi Veliu ka qenë Drejtor i Përgjithshem i Policisë së Shtetit, nga strukturat e kësaj policie janë realizuar 9 (nëntë) kontrata me negocim me kompanine “MSSC”, me një vlerë prej 309’254’013 Lekë të reja, apo rreth 3’000’000 Euro.
Cilat janë kriteret se si është përzgjedhur kompania private “MSSC” si ortake me kompaninë shtetërore“KAYO”?
Përzgjedhja e kompanisë “MSSC” është bërë në mënyrë të fshehtë, sipas preferencës së administratorit të kompanisë “KAYO”, Ardi Veliu.
If in the case of "MKD" there may be a limited number of companies with experience in the production or trade of military weapons and ammunition, the situation is different with the other company "GUNA TACTICAL".
The selection of the company "MSSC" as a partner of "KAYO" in the creation of "GUNA TACTICAL", as an exclusive enterprise for the production or marketing of uniforms and military accessories for the needs of the armed forces and other security structures in the Republic of Albania, is a purely corrupt act, unjustified and unsupported by any logic or normal legal or economic practice, without any sense or criteria.
No announcement or invitation has been made to Albanian companies that have many years of experience in the production of military uniforms and other security institutions. Some of these companies have the experience and ability to produce to NATO uniform standards and requirements and are currently producing uniforms for NATO.
Meanwhile , secretly from Ardi Veliu, for the creation of "GUNA TACTICAL", the weapons partner, Emiljano Dusha, sole owner of the Albanian company "MSSC", was selected.
The main activity of the company "MSSC" is the trading of weapons and military equipment.
Of the contracts concluded with the state during the years 2018-2025 with a value of 59,000,000 Euros, no contract for military or security uniforms resulted.
This company does not own a department for the production of military or security uniforms. Therefore, this company has no experience or history in the production of these uniforms.
So with the creation of "GUNA TACTICAL", "MSSC" has been chosen as a partner of "KAYO" to exclusively meet the needs of the armed forces and other security structures in the Republic of Albania.
Of course, "GUNA TACTICAL" will have direct contracts without tender, setting the prices of uniforms and equipment as desired.
The above facts are enough to prove that "GUNA TACTICAL" does not guarantee the quality or standards of the uniforms, but only guarantees higher prices and more funds stolen from the state budget.
The scheme is clear. It was specifically created as an umbrella and corrupt mechanism to quietly and legally abuse and steal state funds. /Alfapress.al
