"The territorial reform of 2014 failed"/ Boçi in Fier: Local government must be returned to the citizens

The next meeting of the Special Parliamentary Committee for Administrative-Territorial Reform took place today in Fier, attended by citizens, representatives of local government, non-governmental organizations and MPs.
In his opening remarks, the co-chair of the Commission and vice-chair of the Democratic Party, Luciano Boçi, emphasized that the 2014 territorial reform has failed in representation, in the provision of services, and in guaranteeing local autonomy.
Boçi stated that Fier was one of the regions that did not accept the territorial division of 2014 and that there are legitimate demands for a new administrative reorganization.
According to him, a territorial reform cannot be built in government offices or on predetermined political variants, but must be based on listening to citizens and the real needs of communities.
He recalled that the initial draft of the 2014 reform envisaged 46 local units, but was later changed to 61 municipalities "for political reasons", describing it as a "political map" and not a reform in the interest of citizens.
Boçi raised concerns that the reform has led to a weakening of local representation and a lack of accountability, while the differences in services between urban centers and rural areas have deepened. Referring also to SIGMA reports, he emphasized that citizens in rural areas receive weaker services and are further from the required standards.
In his speech, he linked the problems of local government to the phenomenon of depopulation and emigration, arguing that the lack of an efficient local government has influenced the departure of citizens from rural areas and from the country.
Boçi also criticized the lack of real decentralization and financial autonomy for municipalities, emphasizing that the gap between large and small municipalities has deepened after the 2014 reform.
In conclusion, he called on citizens not to see the discussion as a political debate, but as a process to bring local government closer to citizens and to build more functional municipalities, with clear competencies and real financial autonomy.

Sot jemi në qarkun e Fierit, një nga qarqet më të mëdha në Shqipëri, me potencial të jashtëzakonshëm bujqësor, historik dhe industrial. Fieri ka qenë një nga qarqet që nuk e ka pranuar ndarjen territoriale të vitit 2014, pasi këtu ka kërkesa për një ndarje të re administrativo-territoriale. Ne jemi këtu për t’i dëgjuar këto kërkesa, të cilat janë legjitime dhe të domosdoshme.
Një reformë territoriale nuk realizohet në zyrat e qeverisë dhe nuk mund të jetë një vendim i paracaktuar politik, siç ndodhi kur u hodhën variante të gatshme. Kjo reformë nuk mund të ndërtohet vetëm teknikisht nga një komision me përbërje teknike dhe politike. Teknikët mund ta kishin shumë të lehtë ndërtimin e një harte, por ajo do të ishte e pamjaftueshme nëse qytetarët nuk do të dëgjoheshin.
Unë mendoj se mendimet tuaja do të dëgjohen dhe do të merren parasysh, sidomos nga ana jonë si Parti Demokratike.
Kjo sallë ka tension dhe e kuptoj pse. Ne e dimë që reforma territoriale e vitit 2014 dështoi. Sfida nuk është krahasimi me periudhën para saj, por me objektivat që ajo kishte vendosur për veten. Reforma e vitit 2014, një ditë përpara votimit në Kuvend, kishte 46 njësi vendore dhe më pas u bë me 61 për arsye politike. Pra, ishte një hartë politike.
Kjo është një nga arsyet pse Partia Demokratike e ka kundërshtuar vazhdimisht, sepse ne dimë që kjo reformë ka dështuar në shumë nivele, sidomos në nivelin e përfaqësimit. Shumë komunitete janë larguar nga përfaqësimi dhe pushteti vendor nuk është më një instrument llogaridhënieje.
Më parë, llogaridhënia vinte nga komunikimi i drejtpërdrejtë me qytetarin. Sot ka një diferencë shumë të madhe, e vërtetuar edhe nga raportet e SIGMA-s, mes shërbimeve që ofrohen pranë qendrave urbane dhe atyre në zonat rurale. Shërbimet nuk janë në standardin që duhet të ishin dhe kjo ka sjellë pasoja të forta për zonat rurale. Fieri e vuan një gjë të tillë.
Shpopullimi ka prekur si veriun ashtu edhe jugun e vendit. Natyrisht në Shqipëri kemi migracion të brendshëm, por shumë qytetarë po largohen edhe jashtë vendit dhe kjo lidhet edhe me mungesën e një pushteti vendor efikas. Një pushtet vendor funksional do të ofronte më shumë për qytetarët.
Në Fier situata është e njëjtë. Lexova një statistikë që tregonte se lindshmëria ka rënë ndjeshëm, sidomos në këtë qark.
Pas reformës së vitit 2014, bashkitë e mëdha kishin më shumë të ardhura, ndërsa bashkitë e vogla më pak. Ky hendek është thelluar, sepse qeveria nuk ofron modelin gjerman të financimit vendor, por vetëm një përqindje të vogël të GDP-së. Kjo ka ndikuar drejtpërdrejt në dobësimin e pushtetit vendor.
Sot kemi një demokraci të rrënuar në pushtetin lokal, pasi mungon autonomia financiare dhe decentralizimi real.
Kërkesat kryesore të Europës lidhen me mjedisin, korrupsionin dhe raportin mes Parlamentit dhe ekzekutivit, jo vetëm me pushtetin vendor. Këto dëgjesa zhvillohen për t’ia afruar pushtetin vendor qytetarëve.
What exists in Albania today is territorial tension. People want to reformat the territory and demand strong municipalities, clear functions, clear competencies, and real financial autonomy.
The 2014 division was political and not in the interest of the citizens. There is tension because the opposition was left out of the process and because variants have been proposed that aim to increase the number of municipalities in Fier and throughout Albania. Large municipalities may have expanded the territory, but they have removed and diminished local independence.
Therefore, dear friends, I ask that your thoughts and words be not related to politics, but to the citizen. It takes sincerity and courage to give Albania a real local government, which serves the lives of citizens and improves their lives, so that they can remain in the territories where they reside.
