The International Institute for Middle East and Balkan Studies (IFIMES) has reviewed the case of the arrest of Freedom Party President Ilir Meta, concluding that there were serious procedural deficiencies during the arrest and detention, including the lack of evidence that the individual was promptly informed of the reasons for the arrest, restrictions on the right to immediate access to a lawyer, the failure to provide a bill of rights, and inadequate maintenance of official documentation.

IFIMES has also identified systemic weaknesses in the behavior of the State Police during the arrest of former President Ilir Meta.

“The main issue in this case is not the existence of a judicial decision, but the manner of its implementation. The rule of law is not measured by the strength of repression, but by the consistency of respect for procedures, respect for human dignity and compliance with the principles of the presumption of innocence and transparency. The consistent implementation of the Ombudsman’s recommendations represents a necessary step towards strengthening institutional accountability, professionalizing the police and upholding European[11] human rights standards in Albania,” the report states.

In conclusion, IFIMES has requested the establishment of international monitoring of the Ilir Metaj case.

"Given the political importance of this case and the potential threat to democratic norms, IFIMES calls for the establishment of international monitoring of the Ilir Metaj case to guarantee full respect for human rights standards, ensure transparency and protect fundamental freedoms," the report states.
