There is no new president, Kosovo is heading to elections again

Kosovo will go to the polls again, as the Assembly has failed to elect a new President. Following the failure to elect a president, Kosovo will hold new elections, which according to the latest ruling of the Constitutional Court, must be held within 45 days.
The citizens of Kosovo will head to the ballot boxes once again, for the fifth time in the last 16 months, if the two rounds of local elections are counted.
On Tuesday, the last day of the constitutional deadline, the parties represented in the Assembly failed to elect a president, and as a result, the country, according to the latest ruling of the Constitutional Court, will go to early elections that must be held within 45 days.
Four attempts were made to elect the president on Tuesday. The first attempt was made at 10:00, which was a continuation of the session the day before, then the session continued at 14:30, then at 19:30 and finally at 23:00.
But in no case was there a quorum to proceed with the election vote.
MPs from the ruling coalition led by the Vetëvendosje Movement were in the hall, but not those from the opposition.
In fact, opposition MPs have warned before each attempt that they will not participate in the vote without a prior agreement.
The presidential candidates were Feride Rushiti and Hatixhe Hoxha, proposed by the Vetëvendosje Movement after the withdrawal on Monday night of Glauk Konjufca and Fatmire Mulhaxha-Kollçaku.
Unlike Monday night, when the session to elect Vjosa Osmani's successor began, and when there was a vote, in the four attempts on Tuesday, no vote was taken at all.
Even in the last session, the Speaker of the Parliament, Albulena Haxhiu, called on opposition MPs to return to the hall and participate in the vote.
"We are waiting to see if the opposition MPs will come, to put aside the barricades. This is why I have continuously called for the opposition MPs to come here. These are the last minutes of this legislature. This well-started path did not deserve to be interrupted."
And while the ruling coalition MPs were waiting, the minister in the Kurti government, Hekuran Murati, took the floor.
He has called on citizens not to vote for opposition parties in the new elections, as according to him, they are boycotting the Parliament and sabotaging the Republic.
"When these opposition members go out tomorrow and ask for votes, citizens should ask themselves 'why should we vote for them?' They are delegates of the people, but in this case they are not representing the people."
He also counted the losses the country will suffer from going to the elections.
“Pos 10 milionëve që do të kushtojë organizimi i zgjedhjeve, do të humbin edhe dhjetëra miliona të tjerë. Kosova është paraparë të përfitojë 882 milionë euro nga Plani i Rritjes i BE-së, por për këtë duhet miratuar reformat një pas një. E pa Kuvend nuk do të jetë e mundur kjo”.
Pas tij, deputetëve në sallë u është drejtuar edhe Kurti. Ai ka thënë se në zgjedhjet e reja që po e presin vendin, VV-ja vetëm sa do të rritet si parti.
“Ata janë të vetëdijshëm që zgjedhjet nuk janë zgjidhje. Ata nuk duan përgjegjësi, nuk duan pushtet por dëshirojnë që këtë të mos e kemi as ne. Veçse për këtë nuk vendosin ata, por populli i Kosovës i cili gjithmonë e më shumë na ka mbështetur neve në përputhje me realizimin e zotimeve tona dhe përmirësimin e situatës së tij edhe në aspektin socio-ekonomik edhe në atë të sigurisë. Pas një qeverisjeje 5-vjeçare është rritur mbështetja për ne. Çdo herë kështu do të jetë. Ne do të jemi afër popullit t’i shërbejmë me aq sa dimë e mundemi dhe mbështetja për ne vetëm sa do të rritet”, ka thënë Kurti.
E pas seancës Kurti ka mbajtur konferencë me kandidaten e propozuar Feride Rushiti.
Në konferencën e dytë, ai ka ftuar LDK-në që të paraqesë 15 nënshkrimet e saj, e të tjerat do t’i plotësojë Vetëvendosje. Ka premtuar edhe tërheqjen e njërës prej kandidateve nga gara për t’i bërë vend asaj të LDK-së, që është përmendur të jetë Vjosa Osmani.
Por pas secilës konferencë të Kurtit gjatë së martës, të tilla kanë mbajtur edhe ato opozitare, sidomos LDK-ja, ku në një rast u paraqit kryetari i saj Lumir Abdixhiku e në një shefja e Grupit Parlamentar të kësaj partie, Jehona Lushaku-Sadriu.
Abdixhiku, propozimin e Kurtit për tërheqje të njërës kandidate e quajti lojë sa për të siguruar kuorum për votim.
Ai ka thënë se LDK-ja i ka ofruar 15 nënshkrimet dhe propozimin për kandidat, por se sipas tij kryeministri Albin Kurti s’ka qenë i interesuar.
“Nënshkrimet nuk dorëzohen te LVV-ja sepse LVV nuk është subjekt ku duhet t’i dorëzosh, as Nagavci nuk është autoritet. Këto janë çështje të marrëveshjeve politike, siç jemi ulur gjithmonë të bisedojmë kemi mundur të flasim për një emër. Çka po kuptoj është e qartë që Kurti do një kundërkandidat për njërën prej kandidatëve të vet, do kuorum që të zgjedhë presidentin karate. Ne i kemi 15 nënshkrime për kandidatin e LDK. Është propozuar kandidati, duhet të merresh vesh me palën tjetër se cili është kandidat. Ai duhet të na tregoj a i ka pasur votat për Vjosa Osmanin. Sa e kuptova, ai tha kam vota për ta bërë kundërkandidate Vjosën të Ferides. Këto rrethana ai kërkon kundërkandidat. Jemi në orët e fundit. Po shkojmë në situatë të zgjedhjeve të reja”.
Abdixhiku ka shtuar se Kurti nuk e deshi rikandidimin e Vjosa Osmanit, teksa ka thënë se populli do ta zgjedhë atë pavarësisht atij, duke iu referuar zgjedhjeve të parakohshme.
"I regret that Kurti has not managed to even minimally express willingness for a consensus on a name that I consider and value highly, he apparently does not value it. What I don't understand is why Vjosa Osmani is hindering Kurti so much? Maybe Kurti will not choose him, but I am convinced that the people will choose him."
On Tuesday, the other two opposition parties, PDK and AAK, also reacted.
The Democratic Party of Kosovo, after the party leadership meeting, announced that it has also gathered the heads of its branches.
"The PDK reiterates that it will oppose any action by the government that conflicts with the Constitution and the legal order, engaging in all democratic and institutional forms for their protection. If this unconstitutional election is carried out tonight, there will be an organized political, institutional and civic reaction," Hamza said before the Assembly's latest attempt to elect the president.
This party's MP Vlora Çitaku also reacted, saying that Kurti does not understand that in the last elections he only won 51 percent of the votes, not 100 percent.
"Albin, If there is a person who does not recognize the election result in Kosovo, it is you. Thanks to that result, you lead the Government and the Assembly. Yes, 51% is not 100%. Who is a statesman, an institutionalist and respects the Constitution is not only proven by the distant past, but above all by today's actions. As the opposition, without any conditions, we voted for budget extensions and international agreements, including yesterday, even with an accelerated procedure. You, Albin, do not recognize cooperation or compromise. You demand submission. And the PDK does not submit."
On Tuesday, this party and AAK invited candidate Feride Rushiti to withdraw from the race, which did not happen.
The head of the AAK Parliamentary Group, Besnik Tahiri, said that it has agreed to become part of Kurti's game.
"The second session should neither be held nor start because this session represents a continuation of the attack on the highest institution of Kosovo. We will not allow the constitutional order to be further jeopardized and damaged... Kurti spoke about three names but he did not even consult with the parties he called, but in an arbitrary manner brought two names to the Assembly. This approach alone is not unifying... Our proposal is that Feride Rushiti withdraws from the candidacy because she is becoming part of a rigged political process."
In the legislature that has just been dissolved, VV had 57 MPs, PDK 22, LDK 15 and AAK 6.
The other 20 seats belonged to communities.
According to the Constitution, the president of Kosovo is elected with two-thirds of the votes in the first two rounds or with 61 votes in the third round, but 80 deputies are needed in the chamber for the session to be held.
