Kosovo/ Amendment to the election law proposed to the assembly, reduction of preferential votes for candidates from 10 to 5 or 3 is requested
The Central Election Commission (CEC) has sent an official notification to the Assembly of Kosovo with recommendations for amending and supplementing the law on general elections.
In a letter dated April 24, 2026, addressed to the Speaker of the Assembly, Albulena Haxhiu, the Chairman of the CEC, Kreshnik Radoniqi, emphasizes that after analyzing the recent elections, challenges have been identified in the organization and administration of the electoral process.
One of the main recommendations is to reduce the number of preferential votes for candidates.
Currently, citizens can vote for up to 10 candidates, while the CEC proposes that this number be reduced to 5 or 3.
According to the CEC, a high number of preferential votes complicates the counting process, slows it down, and increases the possibility of errors and manipulation. It also poses difficulties for the voters themselves.
The CEC emphasizes that changes are necessary especially in the event of new early elections, taking into account constitutional deadlines.
The recommendations were approved by decision of the CEC and have now been forwarded to the assembly for further consideration.
