Serbian opposition in Kosovo with new cooperation initiative

Unity, the fight for a better position of the Serbian community in Kosovo and a different perception of political circumstances.

These are some of the reasons why the Serbian civic initiatives "Roots" and "North for All", as well as the political party Serbian People's Movement signed a cooperation agreement on March 15.

These political entities have councilors in the municipal assemblies of Leposavic, North Mitrovica, Zubin Potok and Ranilug.

One of the signatories of this agreement, and also the leader of the civic initiative "Roots", Ivan Vučković, tells Radio Free Europe that the cooperation agreement also implies the possibility of joint action by these three political entities in the upcoming elections.

Currently, it remains unclear whether new parliamentary elections will be held in Kosovo, after the country's Constitutional Court imposed a temporary measure until March 31, suspending the implementation of President Vjosa Osmani's decree dissolving the Assembly, until it reviews the constitutionality of this decision.

Is there room for new political action?

Zoran Savic, from the non-governmental organization Aktiv in North Mitrovica, says that any cooperation between Serbian opposition parties in Kosovo is welcome, provided that there is a common goal and strategy.

But, according to him, it remains to be seen whether the latest agreement will result in a more serious political alternative in practice.

"What is certain is that political pluralism is very much needed among the Serbian community in Kosovo. Only a broader political front can represent a more serious counterweight to the existing options from the Serbian community – on the one hand, the Serbian List, which Belgrade sees as the only legitimate political address for Serbs in Kosovo, which is absolutely not true, and on the other, Nenad Rašić's party, which Kosovo institutions see as the only partner from the Serbian community," Savić tells Radio Free Europe.

Belgrade-based political scientist Ognjen Gogić believes that part of the Serbian opposition has reached a cooperation agreement because it is counting on new elections being called. But he is skeptical that in the end – if new elections are called – these parties will come out with a single joint list.

He recalls that on the eve of the December elections last year, there was no joint presentation of Serbian opposition parties or civic initiatives, but adds that there is room for new political actions.

"The elections have already shown that there is room for a portion of voters to vote for a 'third way,'" Gogić tells Radio Free Europe.

Kush mund t’i bashkohet aleancës së re?

Vuçkoviq, i cili është edhe këshilltar në Kuvendin Komunal të Leposaviqit, thotë se janë të hapur për bashkëpunim me organizata ose individë të tjerë politikë, por me përjashtim të atyre që kanë bashkëpunuar me Listën Serbe ose Qeverinë e Albin Kurtit në të kaluarën.

“Ne besojmë se uniteti mund të çojë në përparim. Ne nuk e nënshkruam këtë marrëveshje për të konkurruar me askënd, por duam të ofrojmë një perceptim ndryshe të kushteve politike. Nuk na intereson nëse kjo do të reflektohet në Listën Serbe apo në partinë e Rashiqit. Ne do të ofrojmë programin tonë, njerëzit tanë – kjo është e gjitha që na intereson”, thotë Vuçkoqviq.

Ai shton se të gjithë nënshkruesit e marrëveshjes ruajnë individualitetin e tyre, por se veprimi i përbashkët është ende i mundur kur bëhet fjalë për interesa të rëndësishme të komunitetit serb.

Millija Bishevac, që përfaqëson Lëvizjen Popullore Serbe, tha në një konferencë për media më 15 mars se marrëveshja për bashkëpunim me iniciativat qytetare “Rrënjët” dhe “Veriu për të gjithë” u nënshkrua për t’i ofruar komunitetit serb një alternativë, përkatësisht për të krijuar “politikë autentike”.

“Për shumë vite, këtu është ndjekur politika e gabuar, e diktuar nga Lista Serbe, e cila gjithmonë ka pasur mbështetjen zyrtare të Beogradit dhe po na çon drejt shkatërrimit. Pikërisht për këtë arsye, kemi vendosur të nisim një proces të bashkimit të të gjithë atyre që mendojnë ndryshe”, tha ai.

A është e qëndrueshme politika e pavarur e serbëve të Kosovës?

Saviq thotë se një politikë që përpiqet të jetë e pavarur si nga Beogradi, ashtu edhe nga Prishtina, “ka logjikë”, por se është shumë e vështirë të arrihet në praktikë.

Ai thekson se Lista Serbe ka mbështetje të fortë politike dhe institucionale nga Beogradi dhe se, për këtë arsye, është e vështirë për t’iu kundërvënë asaj.

“Përveç kësaj, prej vitesh është ndërtuar një narrativ se qytetarët – në këtë rast nga komuniteti serb – i sigurojnë kushtet themelore për ekzistencë nga buxheti i Republikës së Serbisë, vetëm falë faktit që Lista Serbe është në pushtet. Kjo gjë është absolutisht e pavërtetë. Nga ana tjetër, Nenad Rashiq ka gjithashtu mbështetje të konsiderueshme nga aktorë të caktuar politikë në Prishtinë, kështu që hapësira për opsionet politike që përpiqen të jenë të pavarura nga të dyja palët, është mjaft e ngushtë”, thotë Saviq.

Megjithatë, ai shton se bashkimi i aktorëve politikë të opozitës është i nevojshëm dhe se ndryshimet në nivel lokal tashmë janë të vërejtshme – thjesht nga fakti se po dëgjohen zëra politikë që nuk janë nga Lista Serbe.

"I believe this is important for a society that, at least declaratively, strives for democratic principles, because the lack of debate, dialogue and confrontation of different opinions on issues affecting the Serbian community is one of the main reasons why it is in a catastrophic situation today," says Savic.

Gogić, on the other hand, says that the three political entities that signed the cooperation agreement coordinated their actions at the local level, but that "the alliance will not make sense if they do not go to the elections together."

"This is the basic test. This is where it got stuck earlier, because when it was most needed, before the elections, a split occurred. Now, it remains to be seen whether this alliance will survive, if there are elections in Kosovo," concludes Gogić./REL
