"The corridor is being developed, but the river is collapsing", former prosecutor: The Prosecution Office should investigate

Former prosecutor Eugen Beci says that what is happening on the Elbasan-Përrenjas axis is no longer a political issue, but a legal one.
According to him, the interventions along the Shkumbin River, which have contributed to the road landslide, cannot be treated as a technical issue.

When a riverbed narrows, diverts, or fills with sediment, the consequences are not only environmental. They directly affect the stability of the banks, the safety of infrastructure, and the risk of flooding.
If today we see cracks, slides or deformations along the Elbasan-Prrenjas axis, the question is not political. It is legal:
-Have the conditions of environmental permits been respected?
-Has the Environmental Impact Assessment been implemented correctly?
-Was there any intervention outside the approved project?
-Has the public interest been harmed through negligence or abuse?
The prosecution does not investigate “development.” It investigates legality.
Strategic infrastructure cannot be built at the expense of the river, the environment, and public safety. If permits are granted or implemented in violation of standards, accountability must be concrete and individual.
A serious state is not measured by kilometers of asphalt, but by respect for the law.
