Another super-affair, 18 million for 1 km/ Rrok Gjoka and Belinda Balluku

In a country like Albania where citizens count their money for their bread, while taxes increase every year, a handful of oligarchs continue to eat millions off the backs of Albanians. And at the head of this scheme stands a name known in the corridors of power: Rrok Gjoka, labeled even in diplomatic circles as the man who "eats heads of directors" and moves only with the blessing of Belinda Balluku.

The scandal is pure and brutal in numbers: 1 kilometer of road in Albania will cost about 18 million euros. Yes, 18 million euros per 1 km! Four times more than the average of European Union countries, where infrastructure is built to much higher standards and with much stronger financial control.

After the spectacular failure of the Arbër Road project — a story that is still waiting to be opened by justice and taken under the scrutiny of SPAK — the same character returns with another mega-deal: a gigantic concession of 475 million euros for the Kashar–Pezë–Lekaj segment, with a length of only 26.6 kilometers.

Let's talk in Albanian and with unforgiving numbers:

* Albania: 26.6 km of road = 475 million euros

* Cost per km: around 18 million euros

Meanwhile:

* Greece: 70 km of Ioannina–Kakavija highway = 310 million euros

* Cost per km: around 4.5 million euros

So, the Greek government builds 70 kilometers with less money than the Albanian government builds only 26.6 kilometers. And the irony is striking: the standard of Greek roads is light years ahead, while in Albania we still have segments where roads are not properly connected to bridges.

This is no longer a doubt. This is a pattern.

The decision for this concession is not simply an administrative act. It is the result of closed negotiations, shadowy agreements, and a clientelistic network where politics and business come together to share the pie of public money.

The suspicions are concrete and shocking: up to 350 million euros could be embezzled from inflating costs alone. A figure that is not just abuse — it is robbery on an industrial scale.

In this scheme, well-known names like Bashkim Ulaj and Rrok Gjoka appear as the "operators", but the real question is: who are the real beneficiaries behind them?

SPAK no longer has the luxury of remaining silent. The investigation must start from the ground up:

* How was the cost calculated?

* Who really negotiated?

* Who signed?

* And above all, where will the millions end up?

Because this is no longer a road.
