After failing in the Constitutional Court, Ilir Beqaj offers 2 million lek as a guarantee for his release from prison
Former Minister of Health, Ilir Beqaj, has made another effort in the battle for release from detention, offering the possibility of a financial guarantee.
Through his lawyer, Ermal Yzeiraj, Beqaj has filed a criminal request with the Special Court, requesting the replacement of the security measure of "prison arrest" with a more lenient measure.
In this court, Beqaj requests the imposition of another measure, including a financial guarantee, expressing his willingness to pay 2 million lek in exchange for his freedom. Referring to the practices of the European Court of Human Rights, Beqaj claims that due to the long time that has passed since the imposition of the measure, the needs of the measure have also been mitigated and that “prison arrest” is no longer proportionate.
Previously, Beqaj's requests for freedom have been rejected by the courts, including the Constitutional Court in January 2026. The former minister has been in solitary confinement in Durrës detention center since July 2024, following suspicions raised against him for violating the law while he was heading the State Agency for Strategic Programming and Aid Coordination, known as SASPAC.
This process, in which Beqaj is the defendant for 6 criminal offenses, including "corruption" and "fraud with serious consequences", is in the preliminary examination phase.
In Friday's session, while maintaining a negative stance towards the accusations, Beqaj requested a dismissal of the case, a return to SPAK for completion of the investigation, and in the event that the file goes to trial, he requested a shortened trial.
In parallel, Beqaj is being tried in the Special Court for "theft by abuse of office" and "criminal group" in the "Sterilization" file.
