Measures for public transport compensation, Tirana Municipal Council approves

The Tirana Municipal Council has approved a draft decision aimed at compensating public transport companies within the framework of the Anti-Crisis package.

The decision comes after the ministry's official request and the proposal of the Mayor, Erion Veliaj, to support the transport sector, which has been significantly affected by the increase in fuel prices as a result of the global energy crisis.

According to the draft decision, urban, suburban and intercity bus companies will benefit from compensation of 50 lek per liter of fuel for a three-month period, for the months of March, April and May 2026. The compensation will be calculated based on the consumption of this period, but will not exceed the amount consumed in the same period of 2025 for each operator.

The report highlights that the increase in oil and gas prices has reached record levels, exerting great pressure on the transport sector, which accounts for about 98% of the total transport volume in Albania. This situation has significantly increased operational costs for operators and, directly, has also affected citizens as users of services.

The document highlights that Albania has a road network of around 18 thousand kilometers, while intercity transport is carried out through 439 lines operated by 242 licensed entities. Also, around 9 million kilometers are traveled by buses every month, while the flow of passengers reaches around 50 million per year.

In this context, the government's intervention through the compensation scheme aims to ease the financial burden of operators and avoid further price increases for citizens.

The financial effect of this decision is expected to be around 250 million lekë and will be covered by the state budget reserve fund, as well as by the Tirana Municipality budget for the capital's urban lines.

The draft decision also sets out the criteria and documentation that beneficiary entities must submit, while requests for compensation will be accepted until August 1, 2026 and will be verified by the tax administration.

By adopting this decision, the Municipality of Tirana aims to contribute to the stabilization of the transport sector and to mitigate the effects of the energy crisis on the economy and citizens.
