KLSH: Schools are not safe, security officers have not physically checked

has revealed that the school security system has functioned poorly over the past three years, leaving educational institutions vulnerable to cases of violent behavior, the presence of cold weapons and other dangerous elements. Although security officers are supposed to be the main point of maintaining order in schools, the audit shows that they have not carried out physical checks and in many cases have not even reported the incidents that have been identified.

In five different schools audited, including institutions in Lezha, Rrogozhina and Tirana, it was found that during the period 2021–2024 there were no routine checks on the premises or on students, except for two isolated cases in a gymnasium. In some schools, officers admitted that they avoided checks for fear of parental reaction or to avoid creating a negative perception among students. This approach has led to cases of cold weapons, narcotics or other dangerous tools not being identified and documented.

The audit highlights strong discrepancies between the reality on the ground and official reports. While official documents speak of few reported cases, questionnaires conducted with students show a completely different picture: a significant proportion of them stated that they had seen cold weapons inside educational institutions at least once during the year. These findings raise serious concerns about the lack of transparency and the dysfunction of the reporting system.

The shortcomings are not only related to security officers. Local and central structures do not have a standardized mechanism to collect and verify incidents in schools. Reports often remain formal, without in-depth analysis and without concrete follow-up. In some cases, education directorates do not receive notifications of dangerous cases at all, while schools do not apply clear procedures for managing problematic situations.

The SAI notes that the lack of controls and monitoring creates conditions that directly endanger the safety of students. School premises remain exposed to unexpected events, while cold weapons and prohibited materials may circulate nearby without being noticed. As a result, educational institutions are failing to guarantee the minimum level of safety for children.

In conclusion, the SAI audit calls for immediate intervention in the school security system. A complete review of the function of security officers, standardization of control and reporting procedures, as well as sustainable coordination between schools, police and educational institutions are needed. Without these measures, the safety of children remains vulnerable and the risks within schools may increase.
