KVO member's accusation: Corruption in RTSH's €9.5 million tender, the value doubled

A member of the Bidding Commission has cast strong doubts over the Albanian Radio and Television's 9.5 million euro tender for the maintenance of the DVB-T2 distribution network for the next four years.
Kapitali publishes the confidential letter, in which one of the 5 members of the KVO, appointed by RTSH itself, denounces that the value of the tender that was won by Idea Tel of businessman Idlir Karkini has been inflated by 60 percent compared to the price that the same service has cost in the previous four years.
"The same operator (Idea-Tel) has subcontracted the service for the period 2021-2025 at a price of 5.6 million euros excluding VAT. Meanwhile, for the same service (same period and work object) it has offered 9 million euros or 61 percent more," states the denouncing opinion, which the KVO member has attached to the winner's evaluation.

The DVB-T2 distribution network for the Albanian Radio and Television was built by the German company Rode & Schwarz and cost 20 million euros. But the maintenance for the past four years was subcontracted by the German company to Idea-Tel for a value of 5.6 million euros.
Now that the same service is procured through a public tender by RTSH, the price for the next four years has been significantly inflated and its real increase compared to the previous period is even greater than the KVO member denounces.
This is because the winning value of the tender from the merger of the operators Idea-Tel and Real Com is 899.3 million lek, which at the current exchange rate is about 9.4 million euros and not 9 million as stated in the evaluation opinion.
So almost 4 million euros more than the value with which the same company, Idea Tel, performed this service for the past four years by subcontracting it to Rode & Schwarz, which built the entire system.
But the almost double price increase is not the only complaint. According to the letter, the tender was almost pre-competitive, as out of the 3 submitted offers, one was completely fictitious, as it did not have any documents, while the second offer lacked the manufacturer's authorization.
"Practically the number of valid offers has been reduced to one, eliminating real competition. The winning offer of Idea-Tel and Real Com is almost at the level of the limit fund, without reflecting a price reduction, which indicates a lack of competitive pressure," continues the opinion of the evaluation made by the KVO member.
The tender limit fund for the maintenance of the RTSH DVB-T2 distribution network for a period of four years was predetermined at 906 million lek. Idea-Tel and Real Com were declared winners with the price of 899.3 million lek or 99.3 percent of the limit fund. That is, in a tender of 9.5 million euros, RTSH saved only 70 thousand euros. These prices are offered only when the tender does not have competitive pressure and the predetermined winning company is not afraid of competition.
However, the opinion denounces that the winning company does not even meet the criteria. "Idea-Tel and Real Com lack university diplomas for four engineers and employment contracts for all declared staff. Also, based on the information in the file, it cannot be proven whether the engineering staff of both companies has work experience related to DVB-T2 systems," the letter continues.
Despite strong objections from one of the KVO members, the General Directorate of RTSH declared the merger of Idea-Tel and Real Com the winner in a procurement process without competition and with an inflated value almost twice. /Kapitali.al
