The Municipality of Shkodra awarded the company Alko Impex Construction the contract for the collection and transportation of garbage for the city area through a procurement procedure without real competition.
The contract, worth 880 thousand euros, provides for the collection and transportation of garbage for a period of 8 months.
According to documents submitted to the Public Procurement Agency, the tender with a limit fund of 87.3 million lek was held at the end of last month. Two offers were submitted. That of the company Alko Impex with 84.3 million lek and a second fictitious offer from the company Rej shpk, which did not submit a price.
The Municipality of Shkodra announced the winner of the competition, the company Alko Impex, the only bid.
The farcical tender for Shkodra's waste
Shkodra Mayor Benet Beci is currently on trial by the Special Court Against Corruption and Organized Crime, after being accused by SPAK of violating equality in tenders, while he held the position of head of KESH.
Meanwhile, Arbër Abazi, the owner of the Alko Impex Construction company, has appeared several times before the Special Prosecution Office, while his personal premises and those of his companies have been searched by SPAK as part of the investigations into former Deputy Prime Minister Belinda Balluku.
Mr. Abazi is found to have family ties to Balluk and is currently under investigation for the tender for the construction of the Tirana Ring Road.
A paradoxical situation has been created in Albania, where officials accused of corruption or abuse of office continue to spend public money and the beneficiaries of this money are businesses, which are also under investigation or indictment by SPAK.
This is a phenomenon that now extends everywhere from infrastructure, waste, to information technology, where public money is spent by the accused and benefited by the accused.
