Fiscal changes/ Italian pensioners on alert: Tirana will tax us at 15%!

Recent changes in Albanian fiscal legislation have raised alarm among Italian pensioners living in Albania.
According to La Repubblica , around 3,000 Italian pensioners living in Albania feel the risk of a "fiscal blow" at a rate of around 15%.
They have sent an open letter to Prime Minister Edi Rama, expressing concern about the potential fiscal burden. According to them, they may be forced to pay the basic business tax of 15% of income and complete the local income declaration, called "Diva".
The concern arose after a change in the tax law in January. The 2019 law exempted EU citizens with a residence permit in Albania, including Italians, from taxes. The new law limits the exemptions only to income protected by international agreements, offering weaker protection. However, during 2025, the tax administration has not requested payments from Italian pensioners, but fear and uncertainty have grown.
Italian pensioners receive an average of 3,500 euros per month and many have started to turn to CAFs and the Tax Directorate for clarification, but the information remains inaccurate and contradictory. Surveys show that a 15% tax could push them to move to more fiscally friendly countries such as Slovakia, Hungary and Croatia.
According to foreign media, such a departure would have an economic impact on Albania, as Italian pensions entering the country reach over 136 million euros per year, spent mainly on local consumption, rent, supermarkets, restaurants and various goods.
