Who are the new ministers of the Rama government, learn their profiles

Prime Minister Rama has reshuffled his cabinet, replacing and dismissing ministers. He has dismissed Belinda Balluku as Deputy Prime Minister and Minister of Infrastructure and Energy. These two positions will no longer be held by a single person.

Pirro Vengu and Elisa Spiropali have left the previous cabinet and have been replaced by new names, Ermal Nufi and Ferit Hoxha.
Ermal Nufi is the new Minister of Defense, replacing Pirro Vengu.

Nufi holds the position of Deputy Secretary General of the Prime Minister's Office. Since 2013, he has been licensed as a lawyer by the National Chamber of Advocates, where he has also served as a member of the Steering Council of the Tirana Chamber of Advocates. Since 2021, Mr. Nufi has held the position of legal advisor to the Minister of Infrastructure and Energy, and has served in various positions within the Albanian public administration. By decision of the Council of Ministers, he has been appointed Chairman of the Management Board of the Albanian Road Authority, member of the Steering Council of the State Cadastre Agency.

Ferit Hoxha is the new Minister of Foreign Affairs, replacing Elisa Spiropali.

Ferit Hoxha joined the Albanian Foreign Service in 1991 and has been active in the field of international relations since then. From 1991 to 1995, he covered Albania's relations with the European Union at the Albanian Ministry of Foreign Affairs. In 1995, he served as Counselor at the Albanian Mission to the United Nations in New York. From 1996 to 1998, he held the positions of Director of Multilateral Relations at the Albanian Ministry of Foreign Affairs. In 1998 and 2001, he served as Ambassador of Albania to the European Union, Ambassador of Albania to Belgium and non-resident in Luxembourg. From 2001 to 2006, he was Ambassador of Albania to France, including non-resident in Portugal, Algeria and Monaco. Between 2006 and 2009, he held the positions of Secretary General of the Ministry of Foreign Affairs, the highest civil service position. During this period, he also served as National Coordinator for the Alliance of Civilizations and was the Governor of Albania on the Board of Governors of the International Atomic Energy Agency (IAEA) (2007 – 2008).


From 2009 to 2015, he was the Ambassador and Permanent Representative of Albania to the United Nations in New York and the Non-Resident Ambassador of Albania to Cuba. From November 2015 to March 2018, he was the Director General for Political and Strategic Affairs at the Ministry for Europe and Foreign Affairs of Albania. From March 2018 to October 2021, he served as the Ambassador and Permanent Envoy of Albania to UNESCO, in Paris. On 30 September 2021, he was appointed the Ambassador and Permanent Representative of Albania to the United Nations in New York, as well as the Non-Resident Ambassador of Albania to Cuba.

Enea Karakaçi has replaced the Minister of Infrastructure and Energy, Belinda Balluku, who has already been dismissed from her duties.

Previously, Karakaçi held the position of Director General for Energy and Industry Policy and Development at the Ministry of Infrastructure and Energy. His background is in energy law. Karakaçi gained his first experience at the Energy Regulatory Authority, which is an independent regulatory authority for the Albanian energy sector. He was later employed at the Ministry of Energy, where he held various positions.

Eriona Ismaili is the new Minister for Parliamentary Relations, replacing Toni Gogu. She was a candidate for the Socialist Party in the Vlora district.

In recent years, she has served as Regional Coordinator in the Swiss project “Strong Municipalities”, providing assistance to local self-government units. She is also a civil society activist.
