Officials and a notary transferred properties in favor of a family, 14 security measures are issued and the deputy director of the Cadastre in DIbar is declared wanted

A large-scale operation by the Dibra Prosecutor's Office has shocked the State Cadastral Agency in Dibra, where after a seven-month investigation, a suspected scheme of falsifying documents for the illegal alienation of properties was discovered.
As part of the operation codenamed "Alienation", 14 security measures have been issued against employees and former employees of the Cadastre, as well as against persons suspected of having benefited from this activity. Two people have been arrested, while three others are wanted.
Among the persons wanted by justice is Danjel Gjura, currently deputy director of the Dibër ASHK, former director of this institution and former candidate for deputy of the Socialist Party, against whom charges of fraud and falsification of documents are being filed.
According to the investigation, current and former Cadastral officials, in collaboration with a notary and other persons, are suspected of having forged documents and committed illegal administrative actions to transfer properties in favor of a beneficiary family.
The Police and the Prosecution Office announce that investigations are continuing, while work is underway to capture the wanted persons and identify others who may have been involved in this scheme.
As part of this operation, in accordance with the decision of the Dibër Judicial District Court, the following security measures were implemented:
•“Arrest in prison”, for citizens TD and F. Ç., relatives of each other, for the criminal offenses “Fraud” and “Forgery of documents”, committed in collaboration;
•“House arrest”, for citizens K. Xh., former field measurement specialist at AshK, Dibër, and RL, with the position of Head of the Legalization Sector at AshK, Dibër, for the criminal offense of “Forgery of documents”, committed in collaboration;
•“Obligation to report to the Judicial Police”, for the criminal offense “Forgery of documents”, committed in collaboration, for citizens:
-EV, with the duty of Cartographer at AshK, Debar;
-GH, responsible for the Legalization Sector at the KSA, Dibër, former lawyer of this sector;
-V. Gj., with the position of Lawyer in the Cadastral Services Sector at the KSA, Dibër;
-Xh. H., with the duty of Cartographer in the Legalization Sector at the KSA, Dibër;
-DD, with the duty of Cartographer in the Cadastral Services Sector at the KSA, Debar;
-FP, with the duty of Cartographer in the Cadastral Services Sector at KSA, Debar.
•Also, the same measure was executed for citizen ED (wife of citizen TD), for the criminal offense of "Fraud", committed in collaboration.
•Furthermore, the following citizens were declared wanted:
-D. Gj., me detyrë Zëvendësdrejtor i AShK, Dibër, Ish-drejtor i këtij institucioni, për të cilin është caktuar masa e sigurisë “Arrest në burg”, për veprat penale “Mashtrimi” dhe “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
-A. M., me detyrë Notere, për të cilën është caktuar masa e sigurisë “Arrest në shtëpi”, për veprën penale “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
-N. U. (familjar i shtetasit T. D.), për të cilin është caktuar masa e sigurisë “Detyrimi për t'u paraqitur në Policinë Gjyqësore”, për veprën penale “Mashtrimi”, kryer në bashkëpunim.
Dibër/Finalizohet operacioni i koduar “Tjetërsimi”.
Operacioni, rezultat i një hetimi 7-mujor, për zbardhjen e një skeme kriminale të falsifikimit të dokumenteve, me qëllim tjetërsimin e kundërligjshëm të pasurive të paluajtshme.
Ekzekutohen 14 masa sigurie, për punonjës/ish-punonjës të Agjencisë Shtetërore të Kadastrës, Dibër, dhe për disa shtetas, familjarë të njëri-tjetrit, në favor të të cilëve dyshohet se janë tjetërsuar pronat.
Shpallen në kërkim 3 shtetas.
Në vijim të veprimeve procedurale të kryera në kuadër të një hetimi 7-mujor, me metoda proaktive, të ndjekur në koordinim me Prokurorinë e Dibrës, me objektiv dokumentimin e përgjegjësisë penale të disa shtetasve të përfshirë në mënyrë të organizuar në një skemë për tjetërsimin e kundërligjshëm të pronave të paluajtshme në Dibër, nëpërmjet dokumenteve të falsifikuara, nga specialistët e Sektorit për Hetimin e Krimeve të Rënda, në bashkëpunim me shërbimet e Komisariatit të Policisë Dibër, shërbimet e Forcës së Posaçme "Shqiponja" dhe shërbimet e Drejtorisë Vendore të Policisë Tiranë, u finalizua operacioni i koduar “Tjetërsimi”.
Në kuadër të këtij operacioni, në zbatim të vendimin të Gjykatës së Rrethit Gjyqësor Dibër, u ekzekutuan masat e sigurisë:
•“Arrest në burg”, për shtetasit T. D. dhe F. Ç., familjarë të njëri-tjetrit, për veprat penale “Mashtrimi” dhe “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
•“Arrest në shtëpi”, për shtetasit K. Xh., Ish-specialist matjesh në terren në AshK, Dibër, dhe R. L., me detyrë Përgjegjës i Sektorit të Legalizimeve në AshK, Dibër, për veprën penale “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
•“Detyrimi për t'u paraqitur në Policinë Gjyqësore”, për veprën penale “Falsifikimi i dokumenteve”, kryer në bashkëpunim, për shtetasit:
-E. V., me detyrë Hartograf në AshK, Dibër;
-G. H., me detyrë Përgjegjëse e Sektorit të Legalizimeve në AShK, Dibër, Ish-juriste e këtij sektori;
-V. Gj., me detyrë Juriste në Sektorin e Shërbimeve Kadastrale në AShK, Dibër;
-Xh. H., me detyrë Hartografe në Sektorin e Legalizimeve në AShK, Dibër;
-D. D., me detyrë Hartografe në Sektorin e Shërbimeve Kadastrale në AShK, Dibër;
-F. P., me detyrë Hartografe në Sektorin e Shërbimeve Kadastrale në AShK, Dibër.
•Gjithashtu, e njëjta masë u ekzekutua për shtetasen E. D. (bashkëshortja e shtetasit T. D.), për veprën penale “Mashtrimi”, kryer në bashkëpunim.
•Më tej, u shpallën në kërkim shtetasit:
-D. Gj., me detyrë Zëvendësdrejtor i AShK, Dibër, Ish-drejtor i këtij institucioni, për të cilin është caktuar masa e sigurisë “Arrest në burg”, për veprat penale “Mashtrimi” dhe “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
-A. M., me detyrë Notere, për të cilën është caktuar masa e sigurisë “Arrest në shtëpi”, për veprën penale “Falsifikimi i dokumenteve”, kryer në bashkëpunim;
-N. U. (familjar i shtetasit T. D.), për të cilin është caktuar masa e sigurisë “Detyrimi për t'u paraqitur në Policinë Gjyqësore”, për veprën penale “Mashtrimi”, kryer në bashkëpunim.
The investigations suspect that citizens with current and previous duties at the State Cadastre Agency, Dibër, and the notary, in collaboration with each other, have falsified documents and committed other illegal administrative actions, with the aim of alienating immovable properties, in favor of citizen TD and his family members.
Work continues to capture the wanted citizens, as well as the investigation to identify and bring to criminal responsibility other citizens who may have been involved in this activity.
The procedural materials were referred to the Prosecutor's Office at the First Instance Court of General Jurisdiction in Dibër, for further action.
