The show " Xhadat " and the MCN TV team have followed an issue that openly shows the violation of higher education law in Albania.
Mrs. Elvira Fetahu has overcome several stages in her education. " Xhadat " discovers the Rector's CV on the university website and looks at training, professional experience and focuses on Academic Studies.
From 2009 to 2024, it is noted that in violation of the law, the scientific degrees he earned in 2015 as " Doctor of Science in Marketing " and in 2016 the Academic title " Associate Professor " were completed within 1 year.
Journalist Ersid Karaj reads the laws and scientific degrees as defined in Law 80/2015 on Higher Education:
This law, in Article 61, point 1, stipulates that "Academic personnel who hold the scientific degree " Doctor " for at least five years, are academic personnel of the "Lecturer" category and meet the state standards for obtaining the title "Associate Professor" may apply for the title " Associate Professor".
Ms. Elvira Fetahu received her doctorate in 2015, and in the second half of this year, in 2016, she received the title of " Associate Professor ", almost six months after her doctorate.
But let's assume for a moment that the "Aleksandër Moisiu" University of Durrës has already started the procedure for the title in question based on Law No. 9741, dated 21.5.2007, "On Higher Education in the Republic of Albania", but again this law stipulated that the minimum time limit for obtaining the academic title "Associate Professor" should be three years.
In both legal cases, Ms. Fetahu is in violation. Here, the Agricultural University of Tirana has also played with " skill ", because to obtain the Academic title " Associate Professor " academic personnel who have held the title of " Associate Professor" for at least five years can apply and so far everything seems to be in order, since Ms. Fetahu has eight years as an " Associate Professor ", but the Agricultural University of Tirana, in order to violate the law, has not considered the fact that at least ten years must have passed from " doctorate " to " Professor ".
Taulant Muka, an education expert, says that this shows the leaps and bounds that are always made with titles in Albania. Since the lady received the title of " Associate Professor " in 2016, the 2015 law on higher education should be applied.
"Article 61 states that for the academic title " Associate Professor ", a person who has held the scientific degree "Doctor" for 5 years must apply. It is evident that the lady does not meet the 5-year requirement," says Muka.
Expert Taulant Muka says that we need an "academic vetting" in Albania, because these people who should be the cream of society are the ones who have destroyed the education system and left it without quality, but simply with a diploma.
He says, "Politics is done with stronger credentials than academic titles and this is the reason why we have low educational levels and why young people leave and study abroad."
" The "Aleksandër Moisiu" University in Durrës should meet and investigate the case, because we have caught a doctoral case that we handled 6 months or 1 year ago where 70% of the degree was plagiarism and that person continues to teach at this same university ," says education expert, Taulant Muka.
" Xhadat " went to the University of Elbasan for three consecutive days to meet Ms. Fetahu, but at no point did she respond either with an interview, in writing, or by phone, and even ordered the service employees to take measures to close the university doors to journalist Ersid Karaj.
Her lack of reaction on this issue is clearly understandable, so the " Xhadat " show calls on the competent and educational bodies in the Republic of Albania to implement legal measures against the case in question. / Taken from MCN TV
